ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate.
At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

The United Nations World Food Programme’s (WFP) Tajikistan Country Strategic Plan (CSP) 2023-2026 focuses on supporting livelihoods, improving agricultural production, strengthening value chains, improving health, education, and nutrition outcomes, and strengthening national institutions and systems. The CSP is aligned with the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Tajikistan (2023-2026) and the Government of Tajikistan National Development Strategy (NDS) through 2030. These frameworks aim to achieve the Sustainable Development Goals (SDGs), including SDG 2 (Zero Hunger) and SDG 17 (Partnerships for the Goals).

One of the key outcomes of the CSP is to strengthen livelihoods and resilience capacities. This will be achieved by ensuring that food-insecure and vulnerable populations in urban and rural areas have strengthened livelihoods, resilience, and adaptive capacities through improved climate-resilient and nutrition-sensitive agri-food value chains.

DURATION: 12 months (Possible Extension)

JOB PURPOSE

The purpose of the assignment is to enhance the impact of WFP operations it is imperative to ensure the right person receives the intended benefit, at the right time, in the best way. This necessitates the efficient management of beneficiary data. Access to this data should be streamlined, providing a comprehensive overview of those being served. Simultaneously, vital attention must be given to securely storing personal information, with a primary focus on protecting privacy and ensuring data security.

KEY ACCOUNTABILITIES (not all-inclusive)

The position will report directly to the Head of Field Office, and also closely interact with the resilience team in the country office. The incumbent is expected to perform the following duties and responsibilities.

  • Perform standardized processes and activities within the TFSSNA project, supporting alignment with wider programme policies and guidelines; this will include, but is not limited to, oversight of community-based targeting processes, spot-check of beneficiary selection, support to cash-based transfers implementation, etc
  • Provide project management and/or general office support following established targets and WFP’s policies and procedures;
  • Within the resilience context, compile data and support analysis and preparation of reports (e.g., resource utilization, programme status, performance) in order to support operational decision-making;
  • Perform accurate, timely recording of data within the specific technical area of work (e.g., monitoring assessments) following corporate standards and guidelines;
  • Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities;
  • Support communication and activities, including the launch of new activities, with partners and government counterparts;
  • Function as a point of contact for resolution of general operational queries requesting assistance, as well as for outsourced monitoring activities where necessary;
  • Ensure all implementation reflects cross-cutting efforts and views, such as nutrition-sensitivity, gender and diversity inclusion, protection and accountability to ensure equal participation and consideration of women and men, boys and girls, and people living with specific needs and/or disabilities.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Language: Fluency in both oral and written English and Russian and/or Tajik Languages.

Experience:

  • Minimum 5 years of experience in programme, out of which at least one year in implementation of projects working in government agencies, UN, non-profit national or international organizations. A focus on community-based programmes will be an asset;
  • Experience liaising with national counterparts such as local authorities, state agencies and ministries.
  • Proven ability to develop and maintain effective relations with counterparts and staff within the office and external stakeholders, including nongovernmental partners, other UN agencies and/or private businesses;
  • Ability to plan and organize work, resourcefulness, initiative and problem-solving skills;
  • Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook, Publisher, etc.);
  • Sound analytical skills and ability to reports;

DELIVERABLES

  • Support is provided to implement the cash-based transfer project in the targeted districts.
  • Close cooperation with Cooperation Partner and other involved stakeholders is maintained.
  • Project sites is regularly monitored, findings and suggestions are provided for informing the decision.
  • Inputs for monthly and annual reporting, including ad hoc reporting

KNOWLEDGE & SKILLS

  • Good interpersonal skills, sound judgement, ability to extract, interpret, analyse and resolve operational problems;
