Anti-Trafficking Program Manager

IRC Background:

IRC Oakland’s Anti-Trafficking department provides comprehensive case management services to survivors of trafficking and other violent crimes. IRC Oakland primarily serves immigrant survivors of trafficking. The Anti-Trafficking program works to find sustainable solutions that are appropriate for the unique situations of each client while concurrently partnering with community organizations and government agencies to raise awareness of human trafficking and identify the needs of survivors.

Job Overview: The Anti-Trafficking Manager oversees the strategy, development, implementation, and completion of all grants, contracts and activities related to our survivors of trafficking and unaccompanied minors’ programs. Responsibilities include supervision of all staff to ensure compliance with program requirements, grant development and management, and prospecting new funding. This role employs key social work values, including survivor empowerment, professional boundaries, and requires familiarity with self-care practices and addressing vicarious trauma. This is a full-time, exempt position.

Responsibilities: Include, but are not limited to:

Oversight of Programs

  • Develop and manage a system to track and monitor program efficiency and outcomes, including screening tools. Design client satisfaction surveys, program evaluation and outcome tracking tools.
  • Monitor the provision of services through regular, systematic case file reviews and quality assurance protocols including data quality assurance to ensure compliance with donor requirements and provision of quality services.
  • Track finances and program budgets. Oversee department program budget and manage expenses to ensure costs are maintained within allocated budgets.
  • Effectively manage the prospective, development, implementation, compliance, and closure of all grants and contracts within the department.
  • Report on grants as required.
  • Develop grant proposals for current and new activities within the department.
  • Ensure all grant match obligations are met.
  • In cooperation with the grants and finance teams, oversee any grant partnerships, sub-grants, monitor sub-awardees, and ensure timely and accurate services and reporting.

Staff Supervision and Other Responsibilities

  • Participate in program team meetings.
  • Work with IRC Oakland leadership and IRC Technical Advisors to develop, implement, and monitor programs and services that serve the needs of at-risk clients including survivors of trafficking and unaccompanied minors.
  • Oversee department team members; formally evaluate team and individual performance to ensure objectives have been met.
  • Provide professional development opportunities for staff and ensure internal and external training aligns with staff interests and development areas.
  • Recruit and train staff in all aspects of programs responsibilities.
  • Oversee the strategic development of partnerships in the community that will enhance and streamline relevant service provision; Maintain current partnerships; Represent IRC in public, professional and governmental forums, advocating for client needs within the community.
  • Facilitate interdepartmental communication and collaboration.
  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC Oakland.
  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
  • Other duties as assigned.

Key Working Relationships:

Position Reports to: Oakland Site Director

Position directly supervises: Anti-Trafficking Coordinators and Casework Supervisor, HSPRS

Other Internal and/or external contacts:

Internal: Collaborate closely with other departments. Coordinate with Finance, Community Engagement, Quality Assurance and Data, and Grants and Development teams as needed.

External: Community-based organizations, local, state, and federal government agencies, task forces, local school districts, legal providers, and donors.

Job Requirements:

  • University degree (four year, B.A.) required; graduate degree in social work, psychology, or human services related field preferred.
  • Minimum of 5 years of related experience, including 2 years of oversight of relevant work.
  • Experience with program management including staff management, program development, and monitoring and evaluation required.
  • Familiarity with grant proposals, including proposal formulation preferred. Prior grant reporting experience required.
  • Ability to de-escalate stressful situations in a trauma-informed manner.
  • Ability to work well in a collaborative and multi-cultural work environment.
  • Strong commitment to ensuring the success of the IRC mission while adhering to the values of service, accountability, integrity, and equality as defined in the IRC Way.
  • Strong analytical skills; excellent written and oral communication skills.
  • Highly organized self-starter with proven success managing multiple priorities, making critical decisions, and delivering results in a fast-paced environment with tight deadlines.
  • Solid diplomacy, relationship building, and networking skills.
  • Demonstrated success achieving goals and effective communication in a multi-cultural environment.
  • Fluent in English, both spoken and written. Proficiency in a second language desirable.
  • Demonstrated proficiency in working with MS Office applications, with strong command of Excel.

Working Environment***:***

  • A combination of standard office environment, remote work, and field work within the service delivery area to perform the above outlined responsibilities.
  • Offices hours are scheduled as Monday-Friday, 9:00am-5pm. Occasional evening and weekend hours may be required.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
