The UNESCO Office in Iraq will be implementing the Phase III of the project Reviving Mosul and Basra Old Cities.  The project is part of “Revive the spirit of Mosul” flagship initiative, launched by UNESCO in 2018. The aim of the Phase III of the project is to create the right conditions for local stakeholders to take over the process of urban and cultural revitalization by supporting them to develop policy frameworks while building up capacities at each step of the process: decision makers, community representatives, academics, technical agents, and workers involved in the recovery of the Old Cities and the promotion of their cultural life.
The specific objective of Phase III is the creation of jobs in Mosul and Basra driven by the endogenous reconstruction of the built cultural heritage of the Old Cities and by a revived cultural life led by local stakeholders.  Four project outputs articulate the activities of the project
The increased ability of the Public and Private Sectors to engage and participate in the urban heritage recovery process of Mosul and Basra.
The improved technical skills of the stakeholders involved in the reconstruction and rehabilitation of Mosul and Basra’s urban heritage.
The recovery of the Old Cities of Mosul and Basra driven by the reconstruction and rehabilitation of heritage buildings and spaces. 
A revived cultural life contributing to community engagement, social cohesion, awareness raising, income generation and job creation.
The project will focus on youth employment, and building the capacity of the institutions and actors, public and private, involved in the rehabilitation and safeguard of cultural heritage assets while supporting cultural and creative industries. 
Under the overall authority of the Assistant Director-General of Culture and delegated supervision of Head of Culture Unit/Programme Specialist, and the direct supervision of the Senior Project Officer, the incumbent will assist the management team in the implementation of the cultural programme projects and activities in Iraq, including but not limited to the project Reviving Mosul and Basra Old Cities Phase III and activities addressing short and mid-term needs in terms of protection, conservation and rehabilitation of Old Cities of Mosul and Basra which include but it is not limited to:
Assist the Head of Culture and the Senior Project Officer to plan and coordinate all activities relating to the implementation of the Reviving Mosul and Basra Old Cities Project Phase III according to the established work plan;
  • Assist the Culture Unit to establish, manage and monitor contracts and relationships with multiple implementing partner and support evaluation of bids, covering the range of expertise required to successfully implement the Reviving Mosul and Basra Old Cities Project Phase III, in respect of the rules and regulations of the Organization;
  • Monitor the execution of the budget of the Project, in close coordination with Administrative Assistant, providing regular briefings and notifying significant deviations to the Senior Project Officer and Head of Culture.
  • Undertake missions to Mosul and Basra or elsewhere in Iraq as necessary and requested for the program implementation;
  • Assist the Project management team in organizing stakeholder meetings in Mosul, Erbil, Basra and Baghdad; 
  • Support the development, coordination, and implementation of the Project’s cultural activities to meet the objectives outlined in the project document;
  • Assist in the preparation and implementation of capacity building / training workshops in consultation and coordination with the relevant Iraqi stakeholders and the relevant CLT colleagues at the HQ, provide administrative and logistic support as required;
  • Assist in the organization of events and represent the Iraq Office / UNESCO appropriately and as required to enhance awareness raising and project visibility both inside and outside Iraq;
  • Assist with projects reporting, drafting correspondence and replies, TORs, MoM, briefs and actively support with projects visibility; 
  • Liaise and facilitate consultation between the relevant government authorities in Mosul, Basra and Baghdad, NGOs, relevant UN agencies, UNCT and private companies and local community stakeholders as required;
  • Support in the implementation of the UNESCO cultural conventions ratified by Iraq; 
  • Facilitate coordination and information sharing amongst stakeholders and representation of UNESCO projects in Mosul and Basra with government, the local community, NGOs and the donor in the course of project reporting and implementation by organizing steering committee and stakeholder meetings and through UNESCO publications;
  • Assist the Head of Culture with additional tasks as required, including with the development of new projects/initiatives.
Required Qualifications:
Education:
  • Advanced university degree (Master’s degree or equivalent) in culture or cultural heritage management, conservation and development, social or human sciences, international relations, law, or related fields.
Work Experience:
  • Minimum of two (2) years of relevant professional experience in the field of culture, cultural heritage management or related fields, of which preferably at least one (1) year acquired at the international level in the post-conflict / post-disaster contexts. 
Skills and Competencies:
  • Integrity, reliability and sense of commitment in the execution of duties.

  • Good analytical and problem-solving skills and solution oriented.
  • Good knowledge of results-based and budget management tools.
  • Excellent interpersonal and communication skills, including the ability to draft clearly and concisely.

  • Ability to build and maintain partnerships.
  • Ability to manage heavy workload and to meet tight deadlines, paying close attention to detail and quality of work.
  • Strong IT skills including knowledge of standard office software.
Languages:
  • Excellent knowledge of English language (both written and spoken).
Skills and Competencies:
  • Familiarity with the work and general functioning of the United Nations system or an international organization.
Languages:
  • Knowledge of the other UNESCO official languages (Arabic, French, Chinese, Russian, and Spanish) is desirable.
