The purpose of the assignment is to drive the process to develop a climate change preparedness and response plan for the health sector in Mongolia; and support the integration of climate change priorities into health sector policies as well as the list of activities highlighted in the project proposal listed as deliverables below. The consultant is expected to work closely with the Ministry of Health and related institutions and authorities to facilitate the work to deliver on these objectives and complete the deliverables below.
Deliverables And Payment Schedule:
Following are the general structure and descriptions of the deliverables:
Policy recommendations’ report and workshops to integrate climate and health priorities into the development/sector policies advanced:
  • Summarize health sector policies and plans to identify the best opportunities to integrate findings and recommendations on climate change and health into the sector policies and national development priorities and plans (New Recovery Policy, Vision 2050 and the Food Safety and Security Policy)
  • Summarize disaster risk reduction and management systems and policies to identify best opportunities to integrate climate change and health issues
  • Map development partners (i.e., donors, technical and policy advisors, multilateral development banks, international financial institutions, international humanitarian organizations, relevant NGOs) support on these issues
  • Synthesize results of research on climate change impact on human health, healthcare worker and sectoral preparedness and results of other initiatives in the sector
  • Develop workshops and consultations in partnership with Ministry of Health (MOH), GGGI, MET and CCRCC to discuss policy recommendations and agree on ways forward with drafting proper action plans and tentative timelines for the implementations
  • Draft policy briefing note
Health Sector Climate Change preparedness and response plan developed:
  • Propose objectives, content and process for developing climate change preparedness and response plan for the health sector
  • Secure stakeholder buy-in and support for developing the preparedness and response plan
  • Develop terms of reference and support the establishment of a working group, task force or other body to support the development of the preparedness and response plan
  • Develop workshops and consultations to facilitate the process to develop the preparedness and response plan (draft and prepare agenda, materials, handouts, brochures etc.)
  • Coordinate the drafting of the preparedness and response plan including consultations and feedback and finalization of the plan together with MOH.
  • Advise and support the process to approve the preparedness and response plan.
Stakeholder engagement:
Coordinate and network with stakeholders to:
  • Get buy-in and support to use the findings of the research and adopt policy recommendations
  • Develop the health sector climate change preparedness and response plan
  • Get buy-in and human and financial resources to support implementation of the preparedness and response plan
  • Maximize synergies amongst development partners working in the climate change, disaster management, and health sectors
  • Contribute to the development of a GCF concept note
  • Engage with consulting teams carrying out research with GGGI to understand the findings and identify ways to share and use the findings
Expertise Required:
The description of required expert may be split into following parts:
  • Masters in public health or related field or equivalent experience in health policy.
  • Minimum 5 years professional experience on health policy, administration of health services, research on climate/environmental health, or other relevant area;
  • Expert knowledge on climate change and public health with understanding of needs to monitor prepare for, respond to, and manage climate related public health risks;
  • In-depth understanding of health and preparedness and response institutions in Mongolia;
  • Demonstrated experience developing policies and plans in Mongolia;
  • Track record of collaborating with stakeholders within government, specialize agencies, development partners and private sector;
  • Strong network with officials in MOH, NCPH, MET, NEMA, NAMEM, MED, and development partners preferred;
  • Strong organization skills;
  • High degree of initiative and professionalism expected;
  • Fluency in Mongolian and high level of proficiency in English.
