Result of Service
The ultimate result of services provided by an individual contracted to work for the Tehran Convention Secretariat includes: 1. Communication: • The Tehran Convention website is regularly updated and maintained, providing accurate and timely information to stakeholders. • Content across various platforms, including social media channels, is consistently posted and kept up-to-date. • An organized and accessible information database and photo library are maintained. • Close collaboration with Caspian stakeholders is fostered and strengthened over time. • Relevant country efforts are effectively showcased through communication materials distributed via social and traditional media channels. • High-quality advocacy and communication materials, such as short movies and images, are produced to raise awareness and promote the goals of the Tehran Convention. • Donor visibility efforts are supported through tailored communication and visibility products. • Successful creation and promotion of campaigns to local, national, and international media highlight the significance of the Tehran Convention, especially during Caspian Sea Day celebrations. 2. Advocacy: • Various written outputs, including background papers and analytical notes, are prepared with high quality and accuracy. • Substantive support is provided for consultative meetings and conferences related to marine litter, ensuring smooth facilitation and meaningful outcomes. • Agenda topics are relevant and well-researched, participants are appropriately identified and engaged, and background documents and presentations are comprehensive and informative. 3. Translation: • Communication material of the Tehran Convention Secretariat is effectively translated between English and Russian languages, ensuring accurate communication with stakeholders. • The Russian language version of the Tehran Convention website is harmonized with its English counterpart, enhancing accessibility and comprehension for Russian-speaking audiences.

Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Convention Programme of Work (PoW), adopted at COP6 in Baku, Azerbaijan in 2022, requires secretariat services provided to the Tehran Convention Contracting Parties. The fully operational system of Secretariat services requires the communication and advocacy functions including translation services (EN and RU). The individual contractor will provide these services to the Secretariat of the Tehran Convention. The overarching objective of the individual contractor’s role within the Tehran Convention Secretariat is to enhance communication, advocacy, and translation efforts to effectively promote the goals of the Convention and foster sustainable management practices in the Caspian Sea region. The contractor is expected to deliver a range of outputs, including regularly updated and well-maintained Tehran Convention website and social media channels, comprehensive communication materials showcasing relevant country efforts, and high-quality advocacy products tailored to diverse audiences. Intermediate results include seamless coordination of consultative meetings and conferences related to marine litter, timely translation services ensuring coherence between English and Russian language versions of communication materials, and successful implementation of donor visibility efforts. Performance indicators will encompass website traffic and engagement metrics, stakeholder feedback on communication materials, and successful coordination and participation in relevant events. All deliverables must be submitted electronically, ensuring accessibility and ease of dissemination across various platforms, with periodic progress reports (every 2 months) to be provided to the supervisor to track performance against established objectives and timelines. Specific tasks and responsibilities. 1. Communication • Provides day-to-day assistance and maintenance of the Tehran Convention website. • Prepares, updates and posts, when needed, items and content to the Tehran Convention websites and social-media channels. • Maintains information database and photo library. • Assists in developing and maintaining close collaboration with Caspian stakeholders. • Gathers content of relevant country efforts to develop communication materials for dissemination through social and traditional media channels. • Assists in producing advocacy and communication materials such as short movies, high quality images, other printed and audio-visual products. • Assists in supporting donor’s visibility efforts by contributing to communication and visibility products customized to various donor’s requirements. • Assists in creation and promotion of campaigns to local, national and international media on Tehran Convention and achievements in particular in the context of Caspian Sea Day celebrations. • Provide updates and contributions for social media to the UNEP Europe Office communication team. 2. Advocacy • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections. • Provides substantive support to consultative and other meetings, conferences related to marine litter to include proposing agenda topics, identifying and proposing participants, preparing of background documents and presentations. 3. Translation • Performs translation services of communication material of the TC Secretariat and English into Russian or vice-versa. • Harmonizes the Russian with the English language version of Tehran Convention website. 4. Any other related tasks as may be required or assigned by the supervisor.
Qualifications/special skills
A high school diploma or equivalent is required. At least 1 year of professional work experience at the national and/or international level in communication, media or other relevant field. Excellent oral and written skills; excellent drafting, formulation, reporting skills. Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners. Familiarity with the problems and opportunities of the Caspian Sea and its legal issues and challenges.
Languages
Fluency in English and Russian is required.
