OBJECTIVES OF THE PROGRAMME

The Executive Director’s division (EDD) together with the Business Operations Division (BOS), provides the vision and leadership through which country offices and technical divisions are supported in the efficient delivery of the General and European Programme of Work (GPW/EPW) and the WHO Programme Budget. EDD encompasses the enabling functions of resource mobilization, external relations and communications, programme and resource management, and support to governing bodies of the European Region. In addition, EDD includes organization development, staff development and learning, and transformation. It also specifically includes the representative function of WHO with the institutions of the European Union, and the EURO Ombudsman, who reports directly and independently to the Regional Director, as well as the committee on staff health and well-being. EDD has overall responsibility for the planning, execution, and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the Organization. It is also responsible for the management of corporate resources and the effective and efficient allocation of such resources to achieve the results laid out in the GPW/EPW. The Communications, Identity and Publications (COM) unit supports the Regional Director and the work of the Regional Office by strategically leading, coordinating and overseeing the communications activities within the Regional Office and by generating visibility for RD’s public interventions. It will be responsible for the planning and coordination of all communications, media relations and publications, for capacity building in communications across the office, for guiding and coordinating the divisional and Country Office communications work, for internal communications(in collaboration with RDO organization development), EPW branding and identity, for liaising and contributing to risk communications, and for providing strategic communications advice to senior management, EURO Divisions, Country Offices, GDOs, networks and partners on communication issues. The Unit also ensures the implementation of the communication strategy and its implementation and monitoring. As part of providing and maintaining the various communications platforms, it will be responsible for the development, functioning and sustainability of the EURO web site, the EURO intranet and various social media channels.

DESCRIPTION OF DUTIES

To source, develop and maintain high-quality, relevant, time-sensitive content for multiple WHO/Europe communications channels and platforms, with a particular focus on English and Russian-language content serving WHO/Europe’s Central Asian Member States. To provide technical expertise and support for the social media and other communications activities of Central Asian Country Office Communications focal points and to facilitate capacity building and maintenance in this area. Under the direct supervision of the Communications Manager at WHO/EURO, the incumbent will perform the following duties:

News development:

  • Source, develop and write high-quality, relevant time-sensitive content for multiple WHO/Europe communications channels and platforms, with a focus on social media / online /multimedia platforms;
  • Gather intelligence from multiple internal and external sources for possible news products, taking account of regional and global health goals and priorities;
  • Maintain the day-to-day communications editorial calendar;
  • Ensure that related elements of communication products are in place i.e., text, photos, links, videos, etc.;
  • Maintain a tracking system for the approval, editing, translation and posting process for news and other communications products.
  • Social media strategy, coordination & monitoring:
  • Assist in strengthening in-house capacity in social media with a focus on Central Asian WHO Country Offices;
  • Support to develop and post new relevant content (graphics/visuals) for WHO/Europe’s social media platforms;
  • Adapt and post existing communication products to social media platforms;
  • Contribute to producing and disseminating to partners social media toolkits for strategic campaigns, activities and events;
  • Assist in maintaining effective relations with key social media partners through the organization of joint events/ content development and systematic sharing of content;
  • With guidance of his/her supervisor organize and run live social media events;
  • Monitor the public discourse on social media platforms relevant to public health and WHO and industry trends, sharing intelligence where appropriate;
  • Assist in the coordination of the in-house network of communications and social media focal points with a focus on Central Asian WHO Country Offices, building consensus on ways of working including project management approaches, employing an agreed-upon calendar of events and priorities, and organizing regular meetings to ensure strong coordination and planning, and help build capacity via training modules and other necessary steps as required;
  • Provide support with the coordination of WHO/Europe’s sub-accounts, including Russian language social media and online platforms as applicable to Country Offices and other relevant entities, providing content and guidance on messaging.

Communications capacity building:

  • Supports to establish guidance tools and templates on communications strategy development for effective, jargon-free writing;
  • Assist to develop material and deliver training in writing effectively for WHO and adapting content to different platforms;
  • Assist to develop and deliver training in social media information channels usage and monitoring. These duties are particularly focused on and targeted at WHO Central Asian Country Offices.

Analytics and reporting:

  • Supports in the development of criteria and benchmarks for social media analytics;
  • Monitors platform and campaign performance and produces regular social media analytics reports;
  • Suggests means and adjusted ways of working based on the findings.

REQUIRED QUALIFICATIONS

Education

  • Essential: Bachelor’s degree in journalism, communications or related social science.
  • Desirable: Master’s degree in any of the above fields, or public health or international relations qualifications.

Experience

  • Essential: At least 2 years of professional experience in communication, media, writing/journalism, or international relations. Experience coordinating multilingual communication activities and campaigns.
  • Desirable: Relevant experience with WHO or other international organizations with focus on public health.

Skills

  • Demonstrated knowledge of communication strategies and methods. Proficient knowledge of social media platforms, including Twitter,Facebook, YouTube, LinkedIn and Instagram, and any other platforms employed across Central Asia and the wider Russian language-speaking world. Working knowledge desirable in the Adobe Creative software package for infographics and multimedia content creation, or similar tools. Ability to identify and manage one’s own emotions, as well as helping others to do the same.

Use of Language Skills

  • Essential: Expert knowledge of English. Expert knowledge of Russian.
  • Desirable: Intermediate knowledge of French,German.
