Duties and Responsibilities

BACKGROUND

The United Nations Human Settlements Programme, UN-Habitat, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The main documents outlining the mandate of the organization are the Vancouver Declaration on Human Settlements, the Habitat Agenda, the Istanbul Declaration on Human Settlements, the Declaration on Cities and Other Human Settlements in the New Millennium, and UN General Assembly Resolution A/56/206.

The project “Support to the promotion of Sustainable Urban Development and the implementation of the NUA” managed by the UN-Habitat Office for Spain, aims to promote knowledge management and share information for policies and strategies for more compact, socially inclusive, better-integrated and connected cities that foster sustainable urban development in the context of the strategic UN-Habitat’s orientations and discussions over the New Urban Agenda and the Sustainable Development Goals.

This project supports the implementation of the UN-Habitat mandate and provides added value to its normative support in its relations with the New Urban Agenda´s partners in Spain through effective action to generate effective knowledge, promotion of strategic partnerships and awareness, advocacy, outreach and communications to generate, manage and disseminate UN-Habitat´s evidence-based urbanization knowledge.

UN-Habitat Country Office Spain intends to contract a Consultant for Institutional Relations, Advocacy and Communications Support to implement one of the specific areas of the project approach: Promotion, advocacy and outreach to promote the realization and participation in key activities both in the Spanish context and in the global sphere, to promote the effective implementation of the New Urban Agenda and the urban dimension of the 2030 Agenda.

RESPONSIBILITIES

Under the supervision of the Chief Policy, Legislation and Governance Section (PLGS), and the oversee of UN-Habitat Office in Spain that will supervise that the outputs will be delivered accordingly, the Consultant for Institutional Relations, Advocacy and Communications Support will also work in close collaboration with Division and Units in charge of Advocacy, Knowledge and the Communications Branch. The duties and Responsibilities are as follows:

a) Technically supporting the Head of Office on the innovative and strategic partnerships to encourage national and sub-national bodies and stakeholders to engage in global processes within the framework of the implementation of the New Urban Agenda and the urban dimension of the 2030 Agenda for Sustainable Development, as well as other global framework:
– Develop, establish and maintain active relationship/partnership with strategic multi-stakeholders, including governmental partners, private sector, academia and civil society: preparation of substantive documents
– Responds to requests/invitations from partners by monitoring calendars and preparing information for meetings/events.
– Organization of events included in related annual work plan.

b) Effective advocacy, communication and digital engagement to inform, influence and mobilize all relevant stakeholders in line with the communication strategy for 2022-2023:
– Propose original story-telling for publications and substantive articles to be published on web and in other media.
– Prepare press advisories, press releases, coordinating interviews, monitoring media coverage, responding to journalists’ inquiries and media requests.
– Identify critical office objectives, products and activities that can achieve higher visibility through media support.
– Effectively respond to inquiries for information material and knowledge products.
– Promotion (communication) of UN-Habitat mandate, mission and purpose.
– Sound contributions to knowledge networks and communities of practice including corporate communications repositories.

c) Advise the Head of Office in her capacity as spoke person of the UN-Habitat in Spain:
– Prepare background notes, speeches and talking points for public appearances.
– Propose outreach activities with partners and media target groups.

d) Private Sector Relations (if any):
– Identification, development and maintenance of relationship/partnership with private sector companies and foundations to enhance collaboration and support fundraising efforts for UN-Habitat priorities.
– Respond to requests/invitations by monitoring calendars and preparing information for meetings/events.

Qualifications/special skills

A first university degree in Social Science, Communications, International Relations or related fields is required.

Minimum of 2 years’ experience at national and international level in international relations, communications and advocacy is required.

General understanding of development paradigms of urban topics is required.

International experience is an asset, especially with the United Nations System, familiarity with UN-Habitat New Urban Agenda, UN Reform agenda, SDG’s and related global initiatives.

Languages

Language Requirements:
English and French are the working languages of the United Nations. For this position, fluency in spoken and written English is required. In addition, this position is in Spain and therefore fluency in spoken and written Spanish is also required.
