Under the general guidance of the Manager, Rapid Response Unit, Vaccine Centre, responsible for the planning, development, and implementation of procurement of range of vaccines including contract programming, worldwide market research and long-range procurement planning in order to achieve the most appropriate and cost-effective means of procurement. Estimated annual procurement value >$ 100,000,000 following vaccine introduction scale up. The incumbent will be responsible for establishing the Centre’s role in stockpiling of vaccines and of pre-licensure vaccines.

Summary of key functions/accountabilities:

  • Manages procurement of materials; including procurement strategy development and implementation; establishment of LTA’s and subsequent contracts and supply management, etc.
  • Conducts contracts management to ensure supplier compliance to LTA’s and purchase order terms and conditions.
  • Ensures all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.
  • Provides advice/guidance to requisitioning CO/RO concerning contractual conditions and supplier appraisals for purchasing of products/services.
  • Undertakes consultant, audit or vaccine security missions to field offices as requested.
  • Manages the center’s efforts to explore options for an expanded role in stockpiling in collaboration with other centers and UNICEF Division, including options for in-house or third-party storage, and for pre-licensure vaccines.
  • Reviews material specifications and requirements with the Technical and Quality Assurance Centres (WHO) to ensure completeness and appropriateness.
  • In partnership with QA and Technical Centre, evaluates suppliers with respect to delivery performance, product acceptability and commercial acceptability.
  • Represents UNICEF SD at partner meetings pertaining to immunization supply issues.
  • Perform liaison communication with other centres regarding implementation of procurement cycle.
  • Establishes work plans and priorities, monitors achievements and evaluates performance of support staff.
  • Any other duties or assignments as requested by the supervisor.

Education:

  • Advanced University degree (Master’s degree) in business administration, pharmaceutical, commerce or law or technical field required.
  • A first University degree may be accepted in lieu of an Advanced University degree in conjunction with additional two years of relevant work experience.
Work Experience:
  • Minimum eight years of progressively responsible professional experience including at least three at the international level.
  • Experience in commercial activities with the public or private sector in developing and industrialized countries.
  • Experience with worldwide procurement, contract negotiations and administration, combined with broader economic knowledge and knowledge of vaccine market is preferred.
Languages:
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
