The SSI Unit 2 (SEAS2) in the East Asia and Pacific (EAP) region is responsible for: (i) undertaking social analysis during project preparation and implementation, to mainstream social development and inclusion issues throughout the Banks work in the region; (ii) ensuring compliance with the Banks social safeguards policies on Involuntary Resettlement and Indigenous People and the roll out of the new Environment and Social Safeguard Framework (ESF); (iii) undertaking Advisory Services and Analytics in the form of thematic studies on social development issues, country social analysis, and Reimbursable Advisory Services; (iv) leading the preparation and supervision of lending operations that promotes inclusion of vulnerable groups including women and youth, and (v) facilitating partnerships and dialogue with males and females of civil society through outreach and engagement.

The East Asia and Pacific (EAP) Social Development Unit is recruiting an Extended Terms Consultant (ETC) to work in the World Bank Office in the Philippines and Thailand. The ETC will support social impact and risk management of World Bank-funded operations by providing operational support to Bank teams and government counterparts to implement World Bank Environmental and Social Framework (ESF) and social safeguards policies.

The selected candidate will report directly to the Social Development Practice Manager (PM) for SSI Unit 2 (SEAS2) and will work under the day-to-day supervision of the Social Safeguards Coordinator for Brunei, Malaysia, Philippines and Thailand based in Manila, the Philippines; and work closely with task teams s/he supports.

Duties and Accountabilities

Advise on the assessment, mitigation and monitoring of project social risks and impacts, as relevant.
Review ESF/ safeguards instruments and implementation progress reports prepared by the government counterparts and provide technical mentorship and comments.
Participate in implementation support missions, carry out site visits and assess compliance with applicable safeguards instruments, and chip in on mission Aide Mmoire or Back to Office report, as relevant, as well as the Implementation Status Report and other documentation as required.
Provide an ongoing guidance to the project implementation unit (PIU), the contractor and the consultant working for the project, and support dialogue with relevant government counterparts, on social risk management including but not limited to: land acquisition and resettlement, Indigenous Peoples, partner engagement including grievance mechanisms, social inclusion, social sustainability, labor and working conditions, community health and safety, livelihoods restoration and Sexual Exploitation and Abuse/ Sexual Harassment (SEA/SH).
Support knowledge development on and improvements to the management of social risk through stock-taking of good practice, sharing of project experience with internal and external audience, etc.
Develop and support the implementation of analytical work that informs the social development aspects of key policy and operational decisions in areas such as gender, social inclusion, and disability.
Engage in policy dialogue with government agencies on social development and related topics such as citizen engagement, social inclusion and gender equality.
Contribute to team building within the SEAS2 social development team through collaboration, knowledge sharing, learning activities and team meetings.

Selection Criteria

Master’s degree with 5 years experience, or equivalent combination of education and experience in a related social science (e.g., Sociology, Anthropology, Economics, Political Science).
Demonstrated knowledge on development projects per international standards such as issues on: land acquisition and resettlement, Indigenous Peoples, partner engagement including grievance mechanisms, labor and working conditions, community health and safety, livelihoods restoration and Sexual Exploitation and Abuse/ Sexual Harassment (SEA/SH).
Shown skills and direct work experience with at least one or more of the following: public consultations; participatory research methods (including observation, surveys); participatory rural and urban appraisal; participatory poverty assessments; participatory monitoring and evaluation; and grievance redress mechanisms.
Proven track record of driving engagement and encouraging partnerships on social risks through innovative and engaging content.
Outstanding analytical and critical thinking skills; ability to analyze and synthesize sophisticated information and build strategic and tactical recommendations. Consistent track record assessing business viability and risks and communicating investment opportunities.
Knowledge of or experience with Government of Philippines operational and administrative procedures will be an advantage.
Ability to work with a wide range of clients in the government, private sector and civil society, development partners and Bank staff.
Strong oral and written presentation skills, creativity and problem-solving skills.
Excellent interpersonal and collaboration skills in a multicultural team environment.
Passion for, and dedication to, poverty alleviation, social development and addressing the needs of the most vulnerable.
Excellent communications skills in English.
