Duties and Responsibilities
Background
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action, and increases global awareness to reduce disaster risk by working with the U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians, and the science and technology community.
Duties and Responsibilities
The consultant will report to the Economic Affair Officer of the United Nations Office for Disaster Risk Reduction (UNDRR) Regional Office for the Americas and the Caribbean (ROAC), in close coordination with the Sendai Monitoring Officer and the Risk Knowledge Officer. The consultant will engage other staff members of Head Quarters and the Regional Office as necessary. The consultant will be based in El Salvador.
Specifically, the consultant will:
• Ensure coordination and liaising between UNDRR and corresponding humanitarian actors in El Salvador (Resident Coordinator´s Office, OCHA (United Nations Office for the Coordination of Humanitarian Affairs), other members of the Humanitarian Country Team, etc.) to ensure the inclusion of DRR (disaster risk reduction) actions in humanitarian planning.
• Provide training and technical assistance to the humanitarian sectors and other actors on DRR.
• Support authorities in the inclusion of a DRR perspective in the development of the national recovery plan and support the national government in liaison with the humanitarian team and others.
• Coordinate the application of the check list and identification of a clear action plan for each humanitarian sector.
• Follow-up to ensure DRR actions included in the different sectors in the revised Humanitarian Needs Overview (HNO) as per the established checklist https://www.undrr.org/publication/scaling-disaster-risk-reduction-humanitarian-action.
• Provide technical support for the coordination, implementation and monitoring of relevant activities, including through liaising with relevant national and local actors in El Salvador and UNDRR staff at regional and Headquarters levels.
• Support the inclusion of DRR components in the development of UN Central Emergency Response Fund (CERF) applications to the extent corresponds.
• Support additional UNDRR activities in El Salvador to guarantee the implementation of the regional work programme.
• Provide technical advice for necessary engagement with other project partners and relevant stakeholders.
• Coordinate with other project consultants and partners as relevant.
• Provide technical advice to the Common Country Analysis (CCA) process and meeting with the Results Groups to include the DRR approach in the programmatic agenda.
• Strengthen the capacities of the Results Group (data, DRR approach, methodologies).
• Any other request made by the regional office to strengthen DRR integration at national level.
Qualifications/special skills
Master’s degree in Social Sciences, National Resources Management, Disaster Risk Management, International Cooperation or related fields is required. A first-level university degree in combination with 2 additional years of qualifying experience in regional programme coordination, disaster risk reduction, climate change, or sustainable development may be accepted in lieu of the advanced university degree.
A minimum of 5 years of experience in the field of humanitarian response, disaster risk reduction, climate change, or sustainable development is required.
Experience with disaster preparedness work in the region of the Americas and the Caribbean is desirable.
Experience within the United Nations system or any other international organization is desirable.
Languages
Fluency in Spanish is required. Knowledge of English is desirable.
