Job Description:
MARJOR RESPONSIBLITIES

A.Financial Management, Reporting and Local Partnering.
A1. Financial Management and Reporting
Analyze and present expenditure trends and variances for grants/projects/departmental expenses. Facilitate coordination with GC Shared Services for all reporting mechanisms. Engage with WV SOs, donors, and regional entities on matters concerning project income and expenditure. Maintain constant monitoring on PBAS to ensure project incomes are adequately committed, including carry forwards. Oversee grants/project budget development and strategize to optimize overhead costs without compromising ministry quality. Collaborate with the Finance Director for the annual planning, focusing especially on support cost budgets and ensuring partnership benchmarks are achieved. Lead discussions on grant reports with project teams, ensuring timely submissions to donors and support offices. Ensure grant accounting adheres to WVI and donor requirements, particularly concerning expense coding, reporting, and fiscal year-end procedures. Uphold donor compliance in all grant activities and update the Finance Director on pressing compliance challenges. Work closely with the MEER Grants Manager for synchronized reporting requirements. Update approved budgets in Ledger B and G on Sun6 and ensure they align with PBAS commitments. Work closely with the Accounts Manager on all reporting issues and discrepancies.
A2. Local Partnering:
Oversee the process of fund transfers to local partners, ensuring adherence to organizational and donor-specific guidelines. Implement robust financial controls for funds transferred to local partners, conducting regular financial audits and reviews and oversee all donor audits performed on local partners books. Work with local partners on capacity-building initiatives, focusing on financial management, record maintenance, and reporting. Foster consistent communication with local partners on financial expectations and reporting requirements. Address financial discrepancies with local partners, guiding them towards compliance. Coordinate inter-departmentally to ensure partnering processes align with broader organizational and donor requirements.

B. Team Leadership and Capacity building
Lead and guide the Finance Coordinators, ensuring effective team operations. Foster growth and skill development among direct reports, including performance reviews. Enhance the competency of the finance team through training, coaching, and mentoring. Help the Finance Director disseminate understanding of financial policies and donor regulations to the organization and partners. Lead or co-facilitate large grant start-up workshops in collaboration with respective SOs. Network and share best practices with SO IPGs, Global Grants Unit, and Regional Finance/GAM entities. Actively participate in regional and global grant community discussions.

C. Risk management
1. Participate in audit preparation to provide required information, ensure follow up actions and implementation of audit recommendations related to finance, addressing common audit findings and disallowed costs.
2. Ensure the review of the risk assessment as part of grants approval protocol in light of mitigating risk
3. Provide in collaboration with the SOs core team, expert advice on interpretation of award terms and ensure that grants implementations are within the requirements
4. Assist Finance Director in the development of financial policies and procedures to ensure compliance to Generally Accepted Accounting Principles, WVI finance policies, and Government and other donor regulations.
5. Assist Finance director in managing financial risk and implement anti-corruption strategies
6. Occasionally visit project field sites to ensure financial controls and procedures are in place.

KNOWLEDGE/QUALIATIONS FOR THE ROLE
Required Professional Experience
Minimum 7 years experience in finance position with medium business/medium NGO/government agency Minimum 5 years experience in finance management position Experience in major donor regulations (US, UK, Canada Governments, GOG, EC/ECHO, UN agencies) is a must. Experience with humanitarian aid in-country is a must. Practical knowledge of financial systems, internal financial controls & procedures and staff management skills
Required Education, training, license, registration, and certification
Bachelors degree in Accounting, Finance or Business Administration, or a related field MBA in Finance, MSC in Finance/Accounting/Auditing preferred ACCA, CIMA or CPA preferred
Preferred Knowledge and Qualifications
Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls. Solid knowledge of government grant regulations and financial reporting requirements. Ability to solve complex problems and to exercise independent judgment. Ability to lead and manage a team. Good working knowledge of computerized accounting systems, must be computer literate in Microsoft Office programs. Good oral/written and interpersonal skills. Ability to work on a cross-cultural environment with a multi-national staff. Travel and/or Work Environment Requirement
The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
