Background:

CESVI is an Italian NGO working for global solidarity. CESVI operates worldwide to support the most vulnerable populations in promoting human rights and achieving their ambitions, for sustainable development.

CESVI has been working in Iraq since 2018, focusing on the sectors of livelihoods, multi-purpose cash transfer, agriculture, and food security. More recently, CESVI has started a new program in the protection sector, in particular, GBV.

 

The GBV Field Officer in Dohuk and Sulaymaniyah works under the supervision of the Project Coordinator and is mainly responsible for the correct and timely implementation of the daily activities in Dohuk Sulaymaniyah, and Halabja Governorates.

Brief project profile:

The project P.A.S.S.I.(K): Protection And Support for Social Inclusion of GBV survivors in Kurdistan promotes access to quality integrated protection services for women and girls victims of violence, through the provision of immediate ad-hoc assistance, legal and psycho-social support. At the same time, provide capacity building for employees of the authorities and front line workers engaged on protection, through session on knowledge, methodology and tools for GBV case management.

The project aims to provide to women and girls victims of violence (and to their children):

– legal assistance, legal representation and counseling;

– pshyco-social support services;

– ad-hoc assistance in shelters;

– emotional Support Groups for shelter personnel;

– capacity building sessions for employees of MoLSA, DCVAW and police authorities.

The target areas of the above-mentioned project are Duhok, Halabja and Sulaymaniyah Governorates, in the Kurdistan Region of Iraq.

With reference to the project activities, the Field Officer in charge of managing the activities of the mobile team in each governorate. The GBV Field Officer manages technically, programmatically and logistically activities carried out inside and outside the shelters through the mobile team

MAIN TASKS AND RESPONSIBILITIES:

Objective 1: Ensures high-quality activities implementation in line with project work plan, budget, donors, and Cesvi guidelines.

  • S/He:
  • Prepares weekly and daily work plans in coordination with the Project Coordinator and ensures their implementation based on agreed Standard Operating Procedures;
  • Distributes work plans to the team in Dohuk, Halabja and Sulaimani, ensuring day-to-day management of their tasks;
  • Organize and lead the beneficiaries selection, with respect to the vulnerabilities criteria set by the Project Coordinator;
  • Coordinates the mobile team in Dohuk, Halabja and Sulaimani to perform vulnerability assessment interviews. Ensure daily updates on the Kobo Tool.
  • Is responsible for updating the referral mapping database,
  • Is responsible for and coordinate GBV public and private service providers mapping in Dohuk, Halabja and Sulaimani Governorates;
  • Organizes the capacity development training for frontline workers;
  • Provide input to define the monitoring plan and implement monitoring activities under the supervision of the Project Coordinator;
  • Contributes to reporting, and project tool development under the supervision of the Project Coordinator;
  • Supports the Project Coordinator in planning, supervising, and implementing the GBV component of protection activities;
  • In collaboration with the Project Coordinator, provide technical guidance and advice to the technical staff, ensuring that specific GBV components of the project are delivered according to line with international standards and principles;
  • Coordinate the mobile unit staff assigning specific tasks and objectives to ensure the achievement of the expected result of the project;
  • Contributes to the selection and training schedule of the project staff;
  • Performs periodic staff evaluations.
  • Provides technical support and assistance to the implementation of the GBV project component;
  • In coordination with the Project Coordinator, undertakes regular monitoring visits to monitor the quality of activities implementation
  • Identifies opportunities for new GBV interventions and support in assessments and developments of new GBV-related project proposals
  • in coordination with the project coordinator, contributes to assessing GBV needs and gaps of target populations in the project locations and inform the on-going and future program accordingly;
  • Ensures that sensitive protection data is gathered, stored, archived, processed, analysed, and disseminated in an ethical way,
  • Prepares a draft of monthly report inputs to the project coordinator.
  • Performs any other duty assigned as needed.

OBJECTIVE 2: Representation and development of the Organization’s presence in the Country, in line with relevant cluster recommendations

  • S/He:
  • Attends sectorial clusters at the Governorate level, ensuring alignment of the intervention with the national strategy in the protection and GBV sectors; shares periodical updates with the Project Coordinator and project staff on the occasion of the Project review meetings;
  • Ensures coordination with relevant governmental stakeholders and main actors of the project at the Governorate level;
  • Supports the Project Coordinator in the organization of the Donor’s monitoring visits;
  • Provides inputs for new needs assessment;
  • Contribute to CESVI’s strategy in the Country, in the field of Protection and GBV.

Objective 3: Implementation of Safeguarding policies –Adult at Risk/Child Safeguarding/PSEA

  • S/He:
  • Ensures compliance with CESVI Safeguarding Policies and full implementation of safeguarding measures within his/her area of responsibility throughout the project’s activities;
  • Ensures the development of the project’s complaints and feedback mechanisms (PCFM) in accordance with Cesvi PCFM Guidelines;
  • Ensures the development of adequate tools for communicating with children/adults at risk and communities on safeguarding risks and safeguarding concerns reporting mechanisms.

Qualifications and Requirements:

  • Minimum bachelor’s degree in English Language Department or English Translation;
  • Excellent knowledge of English, written and spoken;
  • At least 3 years of experience in the GBV/protection sectors;
  • Good knowledge of the MS Office package;
  • Ability to work with minimum supervision, and under pressure;
  • Good level of knowledge and understanding of the barriers to women’s rights and empowerment in Iraq
  • Effective communication skills
  • Strong organizational and human resource management skills;
  • Knowledge of the local context, the target areas of the project, of the local culture and customs;
  • Maturity in managing stressful situations and ability to work under stress;
