UNDP Security provides valued support and advisory in security risk management within the framework of the United Nations Security Management System. While prioritizing a client centric and innovative approach to supporting offices working to deliver in challenging environments, the Security Office focuses on enabling UNDP programmes globally and aspires to build a culture of security within UNDP. The UNDP Security Office is a trusted and client‐oriented center of excellence for security risk management. The SO enables the delivery of UNDP’s programmes through the development and oversight of security policies and procedures and the provision of high‐quality, timely, innovative, effective and efficient support and advisory services, while ensuring maximum security and safety.

Position Purpose:

Under the immediate supervision of the Senior Field Security Specialist (SFSS) (primary supervisor) and the Head of Sub Office Aden (secondary supervisor), the Local Security Associate’s (LSA) primary responsibility will be to provide all necessary assistance and support to UNDP mission across southern Yemen and in addition, to ensure the safety and security of UNDP staff, premises and assets in Aden.

Secondary responsibilities will include assistance in the implementation of the security plan and all matters relating to safety and security operations and management of the UNDP.

In addition to these responsibilities, the LSA will also support the incumbent UNDP LSA (G6) in the execution of functional security matters.

It is important to note that the LSA is a national with vocational experience in security who must always conduct his/her functions under the direct supervision of the Senior Field Security Specialist

Other Tasks & Activities
Assists in mission planning and mission support for safe and secure project execution:

Provide assistance to UNDP project staff in preparing all necessary documents for planned missions.
Ensure timely approval of all mission documents
Brief mission participants on the security in the area to be visited before missions depart.
Accompany project staff on all field missions and provide security support during missions.
Ensure the functionality of all vehicles being used in missions.
Implementation of Country Office Security Plan

In conjunction with the G6 LSA:

Provide assistance to the Sub-Office to ensure the safety and security of UNDP staff, premises and assets in Aden.
Provide assistance to the UNDSS in the implementation of the Country Security Plan, Contingency Plans and the UN Security Framework.
Ensure that all access control measures at the UNDP premises are in place as per the access control protocol:
Ensure the implementation of adequate emergency plans and procedures for responding to emergencies involving all UNDP staff at the UNDP offices/accommodation;
Be prepared for 24-hour response to all security and safety related incidents involving UNDP staff, ensuring coordination with DSS where required.
SRM Compliance

In conjunction with the G6 LSA:

Ensure that UNDP premises at the Enclave and equipment are SRM compliant;
Monitors the procurement, deployment and functionality of all security equipment;
Conduct periodic appropriate security assessments of UNDP premises and equipment and provide advice on shortfalls in security preparedness with recommended improvements and solutions as and when required;
Assist DSS with the airport shuttle arrangement, if required.
To act as backup LSA during the absence of the G6 LSA.
Liaison

In conjunction with the G6 LSA:

Ensure appropriate professional liaison with the manager and staff of the private security company providing security services at the UNDP premises.
Under the direction and oversight of the Senior Field Security Specialist, to co-manage all guards (armed/unarmed), at the UNDP premises in order to ensure compliance to all job-related responsibilities and to ensure that guards are performing duties as expected.
Programming

Provides advice on relevant security policies and regulations (e.g. SRM, the Accountability Framework, SOPs and safe and secure practices) to assist management in determining potential effects on the UNDP premises and staff;
Sharing Information/General Assistance

Provide timely and accurate security advice to all UNDP staff;
Immediately report all security and safety related incidents involving UNDP staff to Sub-Office Management, the UN Enclave Security Manager and UNDSS;
Regularly share and exchange of security related information with the UN Enclave Security Manager;
Assist in implementation of the UNDP Business Continuity Plan, as required.
Security Training/Briefings

In conjunction with the G6 LSA:

Under the direction and oversight of the UNDSS, to implement security training/briefing packages and learning activities for all government armed guards as well as private security company staff to support capacity-building and knowledge-sharing objectives.
Maintain the Safety & Security of the UNDP premises in conjunction with the G6 LSA

To support the Head of Sub Office to ensure repairs and maintenance work as well as any construction activities of all security infrastructure at the UNDP premises, ensuring that work is carried out safely and according to specifications.
In collaboration with the UNDP Engineer, ensure that all civil works and maintenance activities carried out at the UNDP premises are complying to the safety and security protocols to maintain staff safety.
In collaboration with the UNDP Engineer and ICT team, ensure that fire alarm, public address, CCTV systems and fire extinguishers are properly working and well maintained.
Other Tasks & Activities

To perform other security-related tasks assigned by the Head of Sub Office.
Requirements

Education

Secondary education OR University Degree in Political Science, Military Studies, Security Management, Management
Experience, Knowledge, and Skills

At least 6 years relevant experience (for Secondary Education holders) in security, preferably in the military or police context or related field of work (3 years of experience for bachelor’s degree holders).
Experience in the usage of computers and office software packages (MS Word, Excel, etc) is required.
Knowledge of the UN Security Risk Management (UNSRM) System is desirable.
Knowledge of UN Communications equipment is desirable.
Prior experience with the UN system or an international NGO is desirable.
Languages

Fluency in English and Arabic is required.
