The survey coordinator will mainly be responsible for facilitating the managerial, technical, and administrative work and coordinating the survey activities between UNICEF, Ministry of Family and Social Services (MoFSS), Turkish Statistical Institute (TURKSTAT), and other stakeholders especially a research institution facilitating the survey.

CPS is nationwide household research aiming to assess and meet the need for data on “children”, especially on child well-being, and to create a process to generate evidence on child well-being on a regular basis. The CPS constitute of two parts one focusing on Turkish children, and the other on Syrian children living in Turkyie.

Key Activities:

The Consultant will work with the Chief PME and the team on coordination and quality assurance of various elements of the survey during planning and implementation. He/She will be responsible to provide technical support working closely with key technical personnel from Turkstat and the research institute all throughout the consultancy period. The incumbent will be required to participate in technical meetings to discuss the methodology, tools, and guidelines of the survey; actively supporting liaison between MoFSS, Turkstat, research institute, and other partners (including liaison with UNICEF Regional Office); strengthening relations and collaboration on CPS.

Specific Activities related to quality assurance and technical support to Türkiye Child Survey Implementation:

  1. Support the UNICEF team in discussions with TURKSTAT and MoFSS on the MoU and other aspects of the agreement, working closely with Chief PME and keeping her abreast with all key developments.
  2. Participate in all CPS Steering and Technical Committee meetings, including meetings with technical staff from Regional Office
  3. Provide oversight and monitoring during the survey implementation and data collection with all required technical supervision during implementation and quality assurance
  4. Provide technical support to overview the data processing and review of tabulations elements of the survey
  5. Provide necessary technical support and monitoring during the data analysis and report writing phase with full engagement of the MoFSS, TURKSTAT, and UNICEF
  6. Review of Survey Findings Report and engage with MoFSS, TURKSTAT, and UNICEF during the approval phase.
  7. Ensure that all survey-related documents and deliverables are properly archived throughout the survey process
  8. Develop a final full-fledged narrative report on ‘CPS -Turkish Children’ after the conclusion of the survey, ensuring adherence to international standards of survey-report writing and engage with MoFSS, TURKSTAT, and UNICEF during the approval phase..

 

Specific Activities related to quality assurance and technical support to Syrian Children Under Temporary Protection Survey – Planning and Implementation:

  1. Support Chief PME and the team in preparation of the Programme Document (PD) with its implementation partner for the Syrian part of the survey and ensure adherence to quality assurance standards in UNICEF.
  2. Work closely with the research institute during the recruitment, selection of the interviewers and supervisors, ensuring that the right team is selected with technical background and support organizing of technical training for data collection for the CPS team.
  3. Oversee that all the pre-requisites of the trainings are fulfilled such as preparation of the manuals, translation, and back translations of the questionnaire etc.
  4. Technically support the questionnaire, indicators and field work.
  5. Support the organizing of the field work and to directly supervise data collection (including quality assurance), data entry and cleaning, and analyses for quality assurance.
  6. Support research institute in undertaking the pilot survey and to revise the tools and methods accordingly.
  7. To oversee the data processing, tabulation plans, analysis, and survey reporting and dissemination
  8. Ensure that all survey related documents and deliverables are properly archived throughout the survey process
  9. Develop a final full-fledged narrative report on ‘CPS -Syrian Children’ after the conclusion of the survey, ensuring adherence to international standards of survey-report writing and engage with MoFSS, TURKSTAT, and UNICEF during the approval phase.

Duration of Consultancy: The contract will be effective from the date of signing until the successful submission of the deliverables, which are estimated to require a total of 9 Months. The consultancy is between October 2022 till June 2023

Deliverables:

  1. Monthly Progress Report of activities, describing activities undertaken during the month and highlighting problems met and solutions put in place to mitigate them
  2. All meeting minutes with key decisions and action points as and when necessary
  3. Field trip reports
  4. Presentations and training materials used in trainings, workshops, and other meetings
  5. Two child profile survey (CPS) narrative reports (Turkish report, Syrian Report)

 

To qualify as an advocate for every child you will have…

  • University degree in, Demography, Statistics, Social Sciences, Epidemiology or any other related technical field is required.
  • Proven minimum of 5 year experience in the coordination and/or management of quantitative household surveys
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS)
  • Experience with CAPI data collection
  • Training experience and ability to organise and facilitate training and presentations
  • Experience in data analysis and survey report writing
  • Excellent communication and interpersonal skills
  • Demonstrated leadership, managerial and supervisory ability
  • Ability and willingness to travel in-country
  • Previous experience in household surveys. Similar experience in previous assignment(s) and working with the national statistics office is an asset
  • Good knowledge in MS Office (word, excel and power point)
  • Fluent in Turkish and English language verbally and in writing

Administrative Issues

Payment Terms: The UN reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/output is incomplete or not delivered or for failure to meet deadlines or in the case of breach of confidentiality as defined above in the document.

UNICEF will issue a contract in TRY. Payment will be made after completion and submission of the satisfactory reports/completion of the deliverables as per the workplan and approval by the supervisor.

The financial offer should be submitted using the Financial Proposal Template (attached separately). The financial offer should be submitted stating monthly fee in TRY and total number of days required to complete all assignments and deliverables above.

Travel: UNICEF will cover travel and accommodation costs arising from the key activities. Travel and accommodation expenses may only cover those items identified by UNICEF and shall not exceed the pre-determined limits of the daily allowances rate of UNICEF. Other costs related to administrative tools, communications, etc. shall be covered by the consultant.

Please note that the assignment can only be held by an individual national consultant. Applications should be submitted in English and should include:

  2. P11 Form, where previous experience in information management is provided in detail
  3. Most recent CV
  4. Sample of previous works (reports, researches…etc) developed by the consultant.

The applications will be evaluated from the technical and financial point of view. Technical aspects will be evaluated using the criteria outlined in the below matrix:

The financial proposals will be opened only for the candidates that reach or exceed fifty (50) points out of maximum seventy (70) points. Thirty (30) points will be awarded to the candidate that presented the lowest fee for the services requested. The remaining financial offers will receive proportional points ([lowest bid/bid] x 30 points).

Reservations UNICEF reserves the right to terminate the contract without a prior notice and/or withhold all or a portion of payment if performance is unsatisfactory, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the project partners are not followed, if work/outputs are incomplete, not delivered or for failure to meet deadlines. 

Resignation and termination of contract: In case of resignation, the coordinator will have to provide a letter stipulating the reasons along with an agreed upon a number of days of working notice. He/she will have to deliver his work and deliver all the documents to direct supervisor, otherwise related payments to pending work or undelivered documents shall be automatically cancelled, and he/she will not be entitled to claim these payments.
