The Programme Group (PG) provides global programme leadership to achieve results for the most disadvantaged and excluded children everywhere within the overall framework of the UNICEF Strategic Plan 2022–2025 and in response to the universal scope of the Sustainable Development Goals (SDGs). PG leads UNICEF’s global programmatic vision to provide countries with technical assistance to boost programme excellence, as well as support to leverage evidence, partnerships, and innovations that can be adapted and taken to scale in different country contexts – including humanitarian settings and low-, middle-, and high-income countries. Within the PG, the Programme Group Leadership Team (PGLT) facilitates cross-programme teams around UNICEF’s normative mandates (gender, human rights, disabilities) and life course, and fosters and champions special programming areas, such as humanitarian action and programming in high-income countries; and change strategies such as systems strengthening, business engagement for child rights and social and behavior change.

The Partnerships Manager will work closely with the Director, Deputy Director and other senior management of PG to advance programming approaches and implementation; strengthen strategic partnerships; and coordinate priority issues across the Division in support of leadership.

The incumbent will support effective inter-sectoral collaboration and coordination with other HQ Divisions, Regional and Country Offices in matter pertaining to the accountability of the Director, taking forward initiatives to strengthen programme partnerships, thought leadership and technical assistance to regional and country office. She/he will report to the Deputy Director of the Programme Group.

The Programme Manager will regularly interact with all PG teams including the PGLT anchored teams and the Programme Teams to support the horizonal integration of key programmatic issues and strategies.

How can you make a difference?

Support to leadership and coordination of programme and management priorities

  • Support to PG leadership in setting and perusing key strategic programme and management objectives; and monitor work progress and related results.
  • Specifically, support the Director in his/her convening of senior management within PG to promote coherence and the most appropriate use of limited resources, as well as effective coordination of key cross cutting divisional priority initiatives.
  • Support the communication of strategic priorities internally and externally, through preparation and/or review and coordination of key documents, talking points and presentations; drafting of correspondence for or on behalf of PG Director on sensitive or substantive matters.
  • Analytically review information received by the supervisor and management and identify priority matters that need to be urgently addressed, advising on action as appropriate.
  • Facilitate collaboration across the division on strategic matters as required.

Strengthen strategic programme partnerships including public private partnerships

  • Support PG to take forward global level collaboration with private sector ion support of public private partnerships as a programme approach to support country level results, by providing strategic and programmatic support to PG Director and senior management in corporate engagement and interaction. Support the setting of related priorities, monitoring work progress and results.
  • Lead and/or contribute to development of engagement strategies with strategic partners including private sector. Strengthen global level programme partnerships through relevant internal networks with a focus on intersectoral approaches and horizontal integration across all programmes.
  • Contribute to the development of practices and approaches for fostering new and existing programme partnerships based on on-going monitoring and analyzing current trends of current or potential partners.

Strengthen strategic programme partnerships and conduct light touch coordination of civil society organization partnerships

  • Support PG to take forward global level collaboration with CSOs by providing strategic and programmatic support to PG Director and senior management in corporate engagement and interaction. Support the setting of related priorities, monitoring work progress and results.
  • Act as the convenor for light touch organization wide coordination of engagement with CSOs.
  • Lead and/or contribute to development of engagement strategies with key CSO partners and the expansion of partnership where required to support acceleration of programme results, thought leadership and advocacy.

Advance programming approaches and implementation

  • Support PG in its role to take forward proven programme approaches and implementation at scale. Support the setting of related priorities, monitoring work progress and results.
  • Lead and/or coordinate the development of specific programme approaches convening relevant internal networks with a focus on intersectoral approaches and horizontal integration across all programmes, and alignment and engagement across the organization, UN and other partners.
  • Identify and document programming approaches across the organization and develop policy approaches, technical guidance, and other contributions to PG’s thought leadership.

To qualify as an advocate for every child you will have…

  • Advanced University degree in the area of International Relations, Political Science, Programme and Policy, Partnerships, Public Administration, or another relevant technical field is required.
  • A minimum of 8 (eight) years of professional work experience at the national and/or international levels in in international development cooperation, programme, partnerships, coordination and implementation is required.
  • Experience in headquarters and developing country and/or field work experience, and working with multiple priorities in high-pressure environments is considered an asset.
  • Experience in multi-sectoral, cross-cutting programming an asset
  • Experience working for international organizations such as the United Nations is desirable.
