Position Overview:
This is an exciting role for a policy and health financing subject matter expert, who pairs rigorous analytical skills and exceptional writing with the diplomatic acumen to build and nurture strategic partnerships across government, civil society, and partners. Working alongside the Director of Policy and Partnerships (P&P), they will serve as PIH Liberia’s technical lead on policy analysis and engagement, positioning the organization as a credible, evidence driven influencer of national health policy and strategic frameworks. The Specialist will independently monitor, analyze, and contribute to national health policies, strengthening government ownership and institutional capacity. They will coordinate closely with clinical and program leadership and facilitate their participation in technical working groups, policy planning, development, and reviews.
A central component of this role is helping PIH demonstrate the scalability and replicability of its model for health systems strengthening, generating rigorous programmatic, operational, and economic evidence that directly informs government decision making. They will work across PIH programs to ensure that high quality data, analysis, and financing insights feed into policy development, budgeting, and long-term system reform. At the request of Ministry of Health (hereafter Ministry), they will accompany national strategic planning and costing efforts, as well as health financing policy reform, provide technical assistance in economic evaluation, defining priorities and enhancing resource mobilization.
Essential Duties and Responsibilities:

Policy Influence (60%)
Design and own PIH Liberia’s policy engagement strategy, including stakeholder mapping, influence pathways, and measurable engagement objectives.
Serve as PIH’s technical representative in relevant Ministry health financing and planning as well as costing working groups, coordination forums, and sectoral processes, advancing evidence based positions, amplifying community, and patient voices in national and international platforms, framing health as a human right.
Monitor and conduct policy analyses, equity assessments, and evidence reviews to advocate for pro poor policies that align with PIH’s priorities (e.g., decentralized care, community based/integrated primary care services, and maternal and neonatal mortality reduction), and Liberia’s Health Sector Strategic Plan (e.g., universal health coverage, sustainable financing, maternal and child health, mental health, drug supply systems, and strengthening rural health infrastructure)
Provide expert technical assistance to the Ministry on policy development, revision, and implementation, drawing on proven data from PIH programs and best practices from across the OnePIH network.
Lead and coordinate a consistent and meaningful representation of PIH-Liberia’s work in all relevant partner forums at the national level to ensure ongoing coordination with relevant government ministries, donor organizations, and other implementing partners, pulling in relevant P&P, Executive Leadership members and technical staff where necessary.
Lead or contribute to operational research, abstracts, presentations, and publications that generate the evidence base for PIH’s partnership and advocacy projects and programs.
Identify capacity gaps and lead staff development, mentorship, and cross team collaboration to strengthen partnerships and build coalitions.
Financing and Planning Capacity Strengthening (40%)
Lead quantitative and economic analyses, including costing, cost benefit analysis and economic evaluation to support PIH-Liberia’s financing strategy and its goal of establishing Maryland as a model county for UHC and innovative rural healthcare delivery.
Conduct fiscal space, budget, and public expenditure analysis to identify financing gaps and inform priority setting.
Provide hands on technical accompaniment to Ministry colleagues in the design and implementation of health financing strategies, interventions, and reforms, and support resource mobilization planning.
Strengthen the Ministry’s capacity to translate policy priorities into actionable, costed implementation pathways aligned with national budgeting and planning cycles, through hands on skills transfer and coaching on costing tools, scenario modelling, dashboards and data analysis to inform decision-making.
Qualifications:
Qualifications and Experience:
Required
At least 8 years of professional experience with demonstrated depth of expertise in one or more relevant fields (e.g., health financing, health economics, resource mobilization, health systems, advocacy, or public policy), including roles of increasing responsibility in the public or private sector.
Advanced degree in health economics, public health, public policy, social sciences, or other relevant disciplines.
Recognized expertise in policy and economic analysis, with advanced problem solving, data synthesis, visualization, costing, and modeling skills.
Excellent communication and presentation skills with the ability to write in a clear and concise manner, as well as distill complex analyses into high-quality policy documents, briefs, and presentations.
Demonstrated ability to foster relationships with diverse stakeholders, working effectively and diplomatically in service of shared goals.
Direct experience working with government institutions, informing development of government strategy, policy, and operational plans (preferably in health financing or health system strengthening).
Exemplary interpersonal communication skills required to interact effectively with senior leadership, partners, and clinicians on sensitive and confidential issues.
Ability to think strategically and work proactively in a fast-paced environment with humility and cultural competency.
· Data-driven decision making: uses routine data to identify gaps, monitor performance, and inform strategy.
Ability to learn quickly on the job and to absorb and synthesize a broad range of complex information.
Preferred
Experience in global health advocacy, UHC, or disease-specific programs (TB, NCDs, mental health, and maternal health).
Familiarity with donor landscapes, resource mobilization strategies, and proposal development.
Experience mentoring or capacity-building government or NGO staff.
