Compensation Range
$6,068.92 – $8,724.25 CAD Monthly

Job Description Summary
The Program Manager will provide dedicated program coordination and evaluation activities for the Centre for Excellence in Indigenous Health (CEIH). The Program Manager will be responsible for the development of the CEIH Public Health Training Certificate in Indigenous Health (Certificate Program) and the implementation of assigned CEIH evaluation activities on time and within established standards. The incumbent will be responsible for the development of data collection instruments, the collection of quantitative and qualitative data, and the completion of reports for CEIH stakeholders.
Organizational Status
The Centre for Excellence in Indigenous Health is a single coordinating point for Indigenous health initiatives within UBC and a contact for community organizations external to UBC. The CEIH is located in the School of Population and Public Health (SPPH), Faculty of Medicine. The Centre aims to develop and recommend targeted and integrated plans for Indigenous health activities at UBC. It is responsible for organizing, implementing and evaluating the programs housed within the Centre (such as the Summer Science Student Program and the UBC Certificate in Aboriginal Health and Community Administration Program), with additional programs likely to be created and/or adopted by the Centre.
The Program Manager will report to the CEIH Associate Director – Research and CEIH Co-Directors. The Program Manager will work closely with and report to the CEIH Senior Operations Manager for operations-related issues. They will also work with client(s), both internal and external to UBC, funding agencies, and other university departments (for example, the health faculties and Office of Research Services).
Work Performed
Indigenous Public Health Program (100%):
Outreach and Marketing (25%)
Outreach for the Indigenous Public Health Program is critical to ensure that knowledge is adequately disseminated to target audiences. The Program Manager will be responsible for:
– Communicating information about the program to Indigenous communities, organizations, health bodies and governments.
– Connecting with potential and interested students to provide program details.
– Maintaining contact information and communication with prospective students.
– Establishing relationships with organizations that may benefit from staff receiving Indigenous Public Health Training.
– Maintaining communication and relationships with the First Nations Health Authority in regard to the FNHA Scholars program.
– Designing and distributing materials about CEIH Indigenous Public Health programs.
Admissions and Adjudication (25%)
Maintaining an accessible and responsive admissions process is essential to keeping the Indigenous Public Health training programs low-barrier. The Program Manager will be responsible for:
– Effectively communicating admissions dates, deadlines, process and requirements to interested students.
– Developing and maintaining administrative processes for collective and adjudicating applications.
– Responding to applicant questions regarding all aspects of admissions.
– Notification of application status in a culturally safe and encouraging manner.
– Organizing meetings to adjudicate applicants and incorporating key CEIH team members in the adjudication process.
Administration and Evaluation (25%)
Ensuring that the Indigenous Public Health Programs are effectively administrated and evaluated to ensure the needs of participating Indigenous students are being adequately met is critical to the sustained success of the program. The Program Manager will be responsible for:
– Ensuring that all students are registered in the program and/or courses.
– Maintaining relationships with various UBC administrative units to ensure that UBC processes are low-barrier for Indigenous students.
– Keeping financial records and maintaining the budget for the implementation of Winter and Summer Institutes.
– Ensuring accommodations are booked far in advance for students travelling from across Canada.
– Developing surveys for the evaluation of courses to ensure student feedback is being incorporated into all aspects of the program.
– Creating summaries and reports to effectively communicate program benefits, room for improvements and key aspects.
– Maintaining communication with the Development Office to ensure that evaluation reports are available to procure program funding.
Curriculum Development and Student Support (25%)
Impactful curriculum and student support are the foundation of the Indigenous Public Health programs. Courses must be relevant to the context and realities within which the students are living and working and must resonate with the goal of improving Indigenous health systems and solutions from a foundation of self-determination. Students must be adequately supported while attending the courses. The Program Manager will be responsible for working with CEIH Co-Directors and Associate Director – Research to recruit guest speakers and Elders for the following courses:
– Introduction to Indigenous Health Research Ethics (SPPH 576, 1.5 credits)
– Social Determinants of Indigenous Health (SPPH 578, 1.5 credits)
– Indigenous Health Policy in Canada (SPPH 586, 1.5 credits)
– Collecting, Analyzing and Using Public Health Data in Indigenous Communities (SPPH 579, 1.5 credits)
– An Interdisciplinary Approach to Understanding the Health of Indigenous Peoples (SPPH 589, 1.5 credits)
– Environmental Health in Indigenous Communities (SPPH 577, 1.5 credits)
– Introduction to Quantitative and Qualitative Research Methods in Indigenous Health Research (SPPH 588, 1.5 credits)
– Mental Health Care and Delivery in Indigenous Communities (SPPH 587, 1.5 credits)
– Other duties as required
Consequence of Error/Judgement
The Program Manager is responsible for the implementation of assigned evaluation activities and will exercise considerable judgment to initiate and carry through activities important to the functioning of the CEIH. Poor judgment or ineffective communications with community partners (i.e., Indigenous peoples, faculty members, Department Heads, and Deans) could impede or seriously compromise relations and UBC programs and adversely affect UBC’s reputation. The incumbent must exercise judgment to recognize potential conflicts, relationships and financial risks and act accordingly. The incumbent is expected to display considerable personal initiative and has wide latitude in decision-making. Errors in judgment or procedure would lead to serious administrative problems for the CEIH. The incumbent is accountable for the timely delivery and reliability of their work. Poor decisions and errors in judgment could result in delayed completion of projects or inappropriate planning, result in financial loss, and damage the reputation of the CEIH, the Faculty of Medicine and the University of British Columbia. In addition, the impact, if an error occurred, would be the misinterpretation of results in information disseminated to decision-makers, the public, and academic audiences. The consequences could lead to inappropriate policy and decision-making related to CEIH programming.
Supervision Received
The Program Manager will work independently, under the direction of the CEIH Associate Director-Research and the Co-Directors. The incumbent will work closely with and report to the CEIH Senior Operations Manager for operations-related issues. The incumbent will receive detailed instructions on the assignment of new duties and, thereafter, only on new or unusual problems.
Supervision Given
The Program Manager may oversee and direct the work of temporary staff or employees (as needed) and is responsible for the accuracy of the work produced.

Minimum Qualifications

Undergraduate degree in a relevant discipline.   Minimum of four years of related experience or the equivalent combination of education and experience.

Preferred Qualifications
Graduation from a technical college or institute. Having evaluation certification or working towards certification is an asset. Minimum of four years experience or the equivalent combination of education and experience. Curriculum development for a health science program is preferred. Must be able to navigate university governance, Indigenous community governance structures and organizations. Demonstrated experience working in a community or university-based environment that prioritizes social justice, equity, and the unique vulnerabilities, resiliencies and human rights needs pertinent to working with Indigenous peoples and communities. Must have an understanding of Indigenous community knowledge and protocols. Project management experience is an asset. Must be organized and have the ability to prioritize and work effectively under pressure to meet deadlines. Ability to analyze and interpret quantitative and qualitative data, determine implications, and provide recommendations. Ability to exercise sound judgment. Ability to effectively use SPSS and NVivo at an intermediate level. Able to maintain accuracy and attention to detail. High level of thoroughness, accuracy, and ability to identify and correct missing and incomplete data. Excellent interpersonal skills, including the ability to develop and maintain cooperative and productive working relationships. The incumbent must possess the ability to work independently and collegially with others while exercising tact, discretion and judgment. The candidate must be self-motivated and able to work independently with minimal supervision. Ability to effectively use the Microsoft Office Suite (e.g., Outlook, MS Word, MS Excel) as well as online document archiving and sharing environments (e.g., Dropbox).Excellent command of the English language with a strong ability to communicate effectively both verbally and in writing. Strong ability to compose correspondence, reports, presentations, and other written materials using clear and concise business English. Ability to accurately proofread for spelling, grammar, and punctuation. Must have a valid BC driver’s License. Must be willing to travel.
