The UN Women Cambodia Office focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacities and accountabilities to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, WPS, Sendai Framework) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for Gender Equality and Women’s Empowerment (GEWE) commitments.  The second area of focus is Ending Violence Against Women (EVAW) where CO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of VAW as well as ensuring that women who experience intersecting forms of discrimination and violence, including women migrant workers, access services and protections etc.  Thirdly, we work to enhance gender responsiveness in climate change action, Humanitarian Action and Disaster Risk Reduction (HA/DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the CO’s programme.

Cambodia has developed a legal framework to reduce violence against women and girls (VAW/VAWG), and through the Ministry of Women’s Affairs, with support from development partners, formulated the first, second and third National Action Plan to Prevent Violence Against Women (NAPVAW I 2009-2013, NAPVAW II 2014-2018, NAPVAW III 2019-2023). Ending violence against women and girls (EVAW/G) has been identified by UN Women as a primary focus area in Cambodia. Working with key partners, UN Women is contributing to national goals to end all forms of violence against women. UN Women seeks an expansion in services, and the adoption and implementation of laws, policies and strategies that respond to and prevent violence against women and girl (VAW/G).  In Cambodia, UN Women focuses on several key areas, including support for the formulation and implementation of new policies, the generation of knowledge, and strengthening coordination and accountability on EVAW/G.

To achieve these goals UN Women works with a range of different stakeholders, including civil societies. For example, UN Women supported the Royal Government of Cambodia (RGC) to develop the third NAPVAW (2019-2023), following the review of the plan. In partnership with key stakeholders, UN Women is working to strengthen the evidence base on VAW in Cambodia to inform policy and programming. A further example is UN Women’s support to strengthen EVAW/G coordination at the national level and capacity development service providers. As one of the largest programmes of the UN Women Cambodia Office, the EVAW Programme is expected to continue to expand over the coming years. This will 

include anticipated growth in UN Women’s support for the implementation of the new NAPVAW. Additionally, UN Women will continue to support multi stakeholder coordination at national and sub-national level, the implementation of tools/guidelines that are in line with international norms/standards to be conducted in partnership with the government and other UN agencies, and the development of primary prevention strategies/framework.

Under the overall guidance and direction of Cambodia Country Programme Coordinator, the Programme Analyst-EVAW is responsible for the successful development and implementation of programmes and UN Women annual/bi-annual workplan. The Programme Analyst-EVAW is responsible for analyzing political, social, and economic trends as they affect women and girls and must lead formulation, management, and evaluation of programme and project activities within her/his portfolio and provide policy advice.
Duties and Responsibilities:

Contribute technically to the development of programme strategies in the area of Ending Violence against Women (EVAW)

  • Provide substantive inputs to the design, formulation, and implementation of the EVAW Programme;
  • Identify areas for support and intervention related to the programme.

Provide substantive technical inputs and support to the implementation and management of EVAW programme:

  • Provide technical inputs to the annual/bi-annual workplan and budget;
  • Lead the implementation of the programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners of EVAW Programme;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.

Provide technical assistance and capacity development to project/programme partners:

  • Coordinate and provide technical support in the implementation of EVAW programme activities, including identifying opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed
  • Ensure the coordination and maintaining constructive working relationship with implementing partners (government institutions/ministries and civil society organisations), Donors, UN Women and UN Women Regional Office;
  • Ensure proper operational, financial, and administrative management of the programme, as well as adherence to all UN Women, policies, rules, and procedures.

Provide substantive technical inputs to the management of personnel and finance of the programme:

  • Monitor budget implementation and make budget re-alignments/ revisions, as required;
  • Provide substantive inputs to financial reports;
  • Supervise Programme Assistant on project work / operational / budget / procurement plans with the related detailed budget allocations for programme implementation to ensure timely and appropriate preparation and arrangement.

Provide substantive technical inputs to inter-agency coordination, building partnerships and resource mobilization strategies:

  • Provide substantive technical support to the National Country Coordinator and Coordination Focal Person on inter-agency coordination related activities by drafting background reports and briefs;
  • Participate in inter-agency coordination related to EVAW to promote partnerships and coordination;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Provide technical input in proposal/concept note development;
  • Participate in donor meetings and public information events, as delegated.

Provide technical inputs to the monitoring, reporting of the EVAW Programme and high-quality advice to advocacy, knowledge building and effective communication:

  • Monitor progresses and challenges of implementation of activities and finances using results-based management tools;
  • Prepare reports on monitoring missions, programme results, outputs, and outcomes;
  • Develop background documents, briefs and presentations related to EVAW Programme, access to essential services of EVAW survivors;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on EVAW Programme, access to essential services of EVAW survivors.

Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Develop background documents, briefs and presentations related to [thematic area];
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on EVAW.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Required Skills and Experience:

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women’s studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage

Experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in the ending violence against women is strongly desirable;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.

Language Requirements:

  • Fluency in English and national language is required.
  • Working knowledge of another official UN language is an asset;
