This position is located in the United Nations Counter-Terrorism Centre (UNCCT) within the Office for Counter-Terrorism (UNOCT), located at the United Nations Headquarters in New York. The incumbent will serve within the Unit on Preventing and Responding to Weapons of Mass Destruction (WMD)/Chemical, Biological, Radiological and Nuclear (CBRN) Terrorism and Preventing and Combatting the Illicit Trafficking of Small Arms and Light Weapons (SALW) and their Illicit Supply to Terrorists in UNCCT’s Countering Terrorism Section, and will report to the Head of Unit under the overall supervision of the Chief of Section. The incumbent will support the Unit’s portfolio on SALW including the project on “Addressing the terrorism-arms-crime nexus: Preventing and combatting the illicit trafficking of small-arms and light weapons and their illicit supply to terrorists, currently focused on Central Asia. The Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017.
Responsibilities
- Participates in the development, implementation and evaluation of assigned WMD, CBRN, SALW and IED programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Performs consulting assignments, in collaboration with Member States, International Organizations and UN entities, by planning and facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Researches, analyzes and presents information gathered from diverse sources.
- Assists in policy development, including the review and analysis of issues and trends, and preparation of evaluations or other research activities and studies.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
Education
Advanced university degree (Master’s degree or equivalent) in in law, international relations, political science, business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management is required. Experience in managing programmes/and or projects in the field of counter-terrorism and SALW is required. Experience in issues related to counter-terrorism and prevention of violent extremism as conducive to terrorism in Central Asia is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this position fluency in English and Russian (both oral and written) is required. Knowledge of another UN official language is an advantage.
