UNDP has been identified by the Haiti Country Coordinating Mechanism (CCM) and the Global Fund as the interim Principal Recipient for the Haiti malaria grant, to be implemented from 1 January 2021 to 31 December 2023, with the overall goal to reduce local malaria transmission to 0, by confirming 100% of all malaria cases by RDT or microscopy and correctly treating 100% of positive cases according to the national protocols.

Global Fund COVID-19 Response Mechanism

In addition to the funds allocated through the malaria grant, in April 2021, the Global Fund launched its COVID-19 2.0 Response Mechanism to support countries in the response and recovery from COVID-19. The CCM Haiti is expected to submit the country’s funding application on 15 June. Once approved funds will be available for use according to approved workplan and budget.

The C19RM Full Funding Request include requests for funding for three priority areas:

  • COVID-19 control and containment interventions, including PPE, diagnostics, treatment, communications and other public measures as specified in WHO guidance;
  • COVID-19-related risk mitigation measures for programs to fight HIV, TB and malaria including, but not limited to, support for COVID-19 interventions needed to safely implement campaigns, community and health facility-level HIV, TB and malaria programs; and
  • Expanded reinforcement of key aspects of health and community systems, such as national laboratory networks, supply chains, and community-led responses, to address advocacy, services, accountability, and human-rights based approaches.

To complete the activities in the proposal, UNDP has contracted FOSREF as Sub-Recipient, and extended its agreement with UCMIT while also engaging with UNICEF, UNFPA and PAHO for some specific interventions. The MSPP has officially designated the Directorate of Epidemics Response as the state SR entity for the implementation of the C19RM activities.

Under the overall supervision of the Programme Manager, Haiti, the Programme Advisor will coordinate operations of the malaria and C19 activities and support management of the interaction with the Global Fund and UNDP HIST Support team.   All tasks will be executed in accordance with UNDP rules, policies and procedures and corporate agreements with the GF, working in close coordination with the current GF PMU for both Malaria and C19RM, the Local Fund Agent, the CCM and other technical and UN partners.


Duties and Responsibilities

  • Advise the PMU manager on innovative approaches to programme implementation and perspectives within an evolving and complex context;
  • Lead reprogramming efforts of the grant in line with national priorities
  • Provide technical support to C19RM Team, Malaria Grant Coordinator, PSM Coordinator, and Finance Specialist.
  • Ensure that the UNDP and the GF system and programme tools are aligned for programme monitoring, evaluation, and reporting as per the contractual framework
  • Coordinate induction of incoming UNDP team members for both C19RM and Malaria activities ensuring timely access to UNDP emails, ATLAS, equipment, and providing briefing on the program background, objectives and overall process
  • Lead the development of the agreement process with the implementing partners, including managing the capacity and value for money assessment, as needed;
  • Provide organizational support and oversee timely processes of disbursements to SRs and UN partners;
  • Proactively follow up on any delays with supplies and disbursement processes to Sub-Recipients and implementing partners.
  • Support the definition and implementation of budget absorption strategies
  • Support the PMU Team for coordination with the MOH and other implementing partners;
  • Provide support reviewing and finalizing PUDR, pulse checks, and, if required, all audit processes
  • Lead specific grant activities including planning, implementation and evaluation of the LLIN mass campaign in coordination with the Programme Manager and other PMU members



  1. Support to the MSPP C19RM coordination team, to complete the microplanning of the operational plan by the different ministerial directorates
  2. Complete, along with the PMU, reprogramming;
  3. Support the preparation of reports to the donor (Pulse checks, PU/DR);
  4. Support to C19RM Team for the implementation of direct payment activities where applicable.
  5. Provide bi-weekly updates on program implementation as required for meetings with the GF CT and HIST as applicable
  6. Complete the new MOH SR assessment, agreement, and disbursement process


  1. Facilitate the recruitment of a Malaria Program Officer
  2. Provide technical assistance for the M&E Plan validation workshop
  3. Support the preparation of the mass campaign (Macro-planning)
  4. Assist in transferring the PNCM database to MESI
  5. Support the implementation of budget absorption strategies

Required Skills and Experience


  • Master’s Degree in Business Administration, Public Administration, Public Health or related field.
  • Master’s in Public Health as asset.


  • Minimum 7 years’ experience in the management of health and development programmes.
  • Strong knowledge of UNDP’s rules, policies and procedures, an asset.
  • Strong knowledge of Global Fund’s rules, policies and procedures.
  • Work experience in a developing country is an asset.
  • Experience in developing or implementing capacity and strengthening systems for health of national entities in Challenging Operating Environments (COE) is an asset
  • Previous significant experience in Haiti is an asset
  • UNDP procurement certificate (CIPS) or equivalent is an asset

Required Languages

English and French are the working languages of the UN Secretariat. For this position, fluency in French and English is required.
