How can you make a difference?

Under the direction and guidance of the Deputy Representative, the Programme Manager is responsible for the overall coordination, oversight, and management of UNICEF DRC World Bank programmes.

1. Programme Development and Management

  • Administer a consistent and transparent monitoring system, providing accurate analysis of country level socio-political-economic trends and their implications for ongoing programmes and projects.
  • Support preparation of programme work plans as required.
  • Participate in high level representative functions with senior government officials and ambassadors and donor representatives.
  • Responsible for preparation of program recommendations for inclusion in formal programme documentation, and new approaches, methods, and practices.

2. Optimum Use of Programme Funds

  • Assist in establishing programme work plans and monitors progress and compliance.  
  • Help to manage allocation and disbursement of programme funds, ensuring that funds are properly coordinated, monitored, and liquidated.
  • Takes appropriate actions to optimize use of programme funds.
  • Ensure programme efficiency and delivery through transparent approach to programme planning, monitoring, and evaluation

3. Partnership, Coordination and Collaboration

  • Take a lead in liaising with other UN agencies, in particular FAO and WFP for the WB CERC Project in Kasai 
  • Work on the relationships of the programme with the local authorities and other programme stakeholders, ensuring full understanding, cooperation, and a perfect fit of the programme activities with the biggest needs of the beneficiaries.
  • Ensure full understanding, cooperation and, wherever possible, synergy of the programme activities with other initiatives

4. Programme Monitoring and Evaluations

  • Undertakes field visits to monitor and assess programme implementation and decides on required corrective action.
  • Carry out a rigorous and transparent approach to evaluation and participate the in major programme evaluation exercises in consultation with concerned staff to improve efficiency and quality of programme delivery.
  • Ensure the timely preparation of WB programme reports, in coordination with the Reports Specialist.
  • Organize donor and inter-agency visits.

5. Knowledge Management for Programmes

  • Ensure that UNICEF DRC WB-funded programmes are strengthened by knowledge management through data collection and analysis, complete and accurate reporting.
  • Participate in information exchange through donor and media visits as well as in the development of training and orientation materials, as needed.

To qualify as an advocate for every child you will have…


Advanced University degree in one of the following fields: social sciences, public administration, law, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.

Work Experience

  • Eight years of progressively responsible professional work experience at the international level in programme/project development, planning, implementation, monitoring, evaluation, and administration.
  • Developing country work experience (for IP).
  • Background/familiarity with emergency is considered as an asset.

Language Proficiency 

Fluency in English and French is required. Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset
