Org. Setting and Reporting
These vacancies are located within the Security Section of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbents will be based in Bria and Bangui and will report to Head of the unit on all security related matters.
Within the limits of delegated authority, the Security Officer will be responsible for performing the following duties:
·Advises the Chief Security Officer on Security operations.
·Assesses prevailing local security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues;
·Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System;
·Assesses the level of security risk for the area of operations for MINUSCA Operations
·Monitors, conducts or coordinates security operations;
·Maintains continuing lines of communication with security focal points and other UN or non- UN stake holders;
·Maintains fire evacuation plan and conducts fire drills and training as necessary;
·Conducts periodic security surveys of offices and other mission facilities to identify weakness and proposes possible solutions;
·Instructs security and safety personnel in the performance of security services, and physical security of the premises, first aid procedures, use of equipment and operation of automated alarm and video surveillance system;
·Conducts investigations as directed and prepares comprehensive reports and recommendations on accidents and incidents involving UN personnel, installations and equipment;
·Liaises where necessary and tasked with designated host government security, safety and emergency personnel at the working level to facilitate fact-findings and recommendations;
·Exchanges security related information with mission components at the working level and UN agencies in the same area to ensure an awareness of the current security issues, as needed;
·Conducts threat assessments and comprehensive site surveys;
·Prepares and provides security briefings, written security advice and recommendations to the mission hierarchy;
·Prepares quarterly and other routine security reports;
·Performs other duties as assigned by the Chief Security Officer

High school diploma or equivalent is required.
Job – Specific Qualification
UNDSS Security Certification Program is required.
UN DSS certification in any of the following is desirable:
– Security Analysis Practice and Process
– Hostage Incident Management
– Close Protection Officers Course
– Security Investigation
A minimum of eight years with high school diploma of progressively responsible experience in the military, police or security management is required;
A minimum two (2) years of experience in security operations centers or similar within a military, police or security organization is required
At least one year experience and exposure at the international level and in a conflict or post conflict environment is required.
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both English and French is required.
