About the job

NIRAS delivers both large and small monitoring and evaluation assignments across
many sectors for diverse clients. Our evaluation services include: M&E systems design and
delivery, planning and use of qualitative and quantitative evaluative research methods and
statistical analyses, delivery of monitoring in long-term programmes, and as a third-party
monitor and evaluation quality assurance.

Our contract with Defra to manage the UK’s Biodiversity Challenge Funds requires us to work
with grantees spending over £19m per year across three funds, and more than ten different grant
schemes. The Darwin Initiative is the UK’s flagship international challenge fund for
biodiversity and sustainable development aiming to reduce poverty and slow, halt, or reverse
rates of biodiversity loss and degradation in over 100 eligible countries. The Illegal Wildlife
Challenge Fund aims to provide innovative and scalable solutions to reduce pressure on wildlife
from illegal trade and, in doing so, reduce poverty. Darwin Plus funds projects that aim to
protect the unique biodiversity and improve resilience to climate change within the UK Overseas
Territories. NIRAS is responsible for building grantee capacity, conducting desk and field
based monitoring of projects, providing quality assurance of project reporting, and running a
project MEL helpdesk. We also have an ambitious programme designed to build and apply evidence.
This includes developing and rolling out results frameworks for each fund, drawing out
portfolio and project level learning, documenting the evidence around early indicators of
project success, and using this to identify projects with the greatest potential to influence,
scale or be replicated.

The jobholder will work within the Biodiversity Challenge Funds’ team to provide high quality
MEL services to the Fund Managers and prospective and contracted grantees. They will also work
alongside our team of Project and Bid Managers to develop innovative and well-structured
solutions to client needs. They will be expected to be accountable for the delivery of
international assignments involving teams of in-house and external consultants. The jobholder
will work with compliance staff across the NIRAS group to ensure projects are managed in line
with integrity standards and with effective risk management.

You will have specific responsibility for:

MEL Technical Advisor for the Biodiversity Challenge Funds (~50%)

  • Rolling-out the Results Frameworks – mapping project logframe indicators to Defra’s
    standardised indicator-set and supporting projects to report against the overall results
  • Assess MEL approaches proposed in grantee applications through application assessments;
  • Develop MEL tools, including report and review templates, training, and communicating best
    practices to grantees;
  • Refine and implement an approach to using evidence of early indicators of success that can
    be embedded into the grant management cycle;
  • Develop and synthesise project and portfolio-level learning linked to theories of change;
  • Support annual reporting of aggregated indicator data;
  • Conduct field-based reviews of funded-projects;
  • Design and coordinate programmes of in-depth project reviews in pursuit of each fund’s MEL
  • Quality Assure desk-based reporting and reviews of an active and growing portfolio of more
    than 200 projects;
  • Provide technical guidance to projects and the fund administrators as required;
  • Liaise with the independent evaluation provider as required;
  • Deputise for the Project Manager on occasion, providing interim support on all aspects of
    project management.

Business Development (~20%)

  • As a Technical Writer provide technical inputs to tender strategy and the creation of
    technical proposals;
  • As a Bid Manager oversee all aspects of the bid development process ensuring adequate
    resources are available to develop the bid and coordinating the selection of best fit partners
    and team members, the development of technical content and creation of technical and financial
  • Use an expand personal business networks to support in winning work;
  • As a member of the UK office Market Team and the NIC-wide Sector Community, contribute to
    the management of the pipeline, development of marketing materials, presentations, market
    research and knowledge products to develop NIRAS’ technical offering and brand.

Consultancy (~20%)

  • Deliver all aspects of MEL consultancy work – developing monitoring systems, evaluation
    designs and coordinate/deliver data collection and analysis, produce persuasive reports and
    consult with and advise clients and stakeholders;
  • Deliver high quality, high value, consultancy as a team member or coordinator of a small
  • Adopt a client orientated approach that enables the identification of new business
    opportunities from existing work or client interactions;
  • Through work assignments and own research, build knowledge and expertise within identified
    areas of interest, in synchronisation with market trends and company priorities.

Project Management (~10%)

  • If appropriate, take on the management of projects, guiding project personnel and taking
    overall responsibility for contract management; risk management; financial management; and
    quality assurance;
  • As a Project Manager, coordinate all aspects of project delivery including personnel,
    financial and contractual compliance, adherence to workplans and budgets;
  • Develop strong client relationships and provide high level technical advice and analysis to
    project teams as required.

About you

Our ideal candidate will be passionate about Monitoring, Evaluation and Learning,
with experience of winning and delivering MEL assignments across a range of sectors and
geographies. You will be able to effectively deliver a range of evaluation methods to respond
to client requirements. You will possess proven experience in project and team management and
in producing tenders to win public procurements. The successful candidate will need strong team
and management skills and be a confident and effective communicator with the ability to work in
a dynamic, fast paced environment.

Essential requirements:

  • Qualifications and experience: Relevant Master’s degree. At least 6 years of experience
    working on Monitoring Evaluation and Learning in international development, ideally in a
    consulting environment
  • Methods knowledge: Familiarity with qualitative and quantitative monitoring and evaluation
    methods and key donor MEL tools. This should include experience in theory of change, logical
    framework approaches, indicator development and formulation of evaluation frameworks
  • Sector knowledge: Experience in MEL for biodiversity conservation and natural resources
    management, climate change, and poverty reduction is essential
  • Business development experience: Experience in tender development and winning work from
    public procurements
  • Analytical and commercial skills: Ability to quickly and effectively analyse large volumes
    of information. Demonstrated competency in analysing financial information and
    developing/managing project budgets
  • Programme management: Ability to manage human and financial resources, coordinating teams
    to deliver against workplans is essential
  • Communications: Excellent written and verbal communication skills in English and an ability
    and willingness to work effectively with colleagues with different skill sets and from
    different cultural backgrounds. Ability to negotiate effectively
  • Team player: Willingness to support other areas of the business when required, and to
    support less experienced team members where appropriate.
  • Time management: Ability to think and work proactively, creatively and strategically under
    pressure or when faced with competing demands
  • Information technology: Competent user of Microsoft 365 applications, with high level Excel
    skills essential

This is a full-time position (35 hours per week). If you would like to interact
face-to-face with our dynamic and highly skilled team, we would love for you to be based in our
Edinburgh office, but the location is flexible. You can also work from our co-working space in
London (London weighting applies) or from other Niras offices in Ascot or Cambridge.
International travel is required.

The salary range for this role is between £38,916 – £48,645 per annum. We operate
performance-related pay progression, with salaries of up to 20% above the pay range (£58,374)
for sustained exceptional performance.
