TERMSOF REFERENCE
Background
The IRC launched an emergency health response in Libya inSeptember 2016 as the humanitarian situation in the country was deterioratingfollowing the 2014 civil war. Since then, the IRC has broadened its portfoliowith health, protection, and governance programs aiming, directly and inpartnership, to employ a holistic approach to meeting the needs of crisisaffected and vulnerable communities across the Libya to survive, recover, andgain control of their futures.
IRC Libya works with Libyan national and local health authoritiesto provide quality, inclusive health services to vulnerable populations andstrengthen the overall health system. To support post-flooding recovery in thisregion, the IRC plans to assist in repairing several health facilities damagedby the September 2023 flooding.
Tasks to beperformed/Responsibilities:
Directly responsible for the planning, implementation, and monitoring of health facility renovations in line with project requirements and specifications.
Directly supervise two IRC construction engineers.
Liaise with Ministry of Health engineering department on a regular basis.
Manage the renovation processes in the health facilities in coordination with the Field Coordinator, Supply Chain Coordinator, and Health Coordinator.
Perform regular site visits to check on progress, ensure a high quality of work is being performed, and all specifications outlined in renovation contracts are being met by vendors.
Provide timeline for renovation works to the Supply Chain team and follow up with vendors and IRC engineers to ensure work proceeds according to schedule.
Identify implementation challenges and opportunities and raise these to the Field Coordinator, Supply Chain Coordinator, and Health Coordinator.
Keep the Field Coordinator updated on progress daily.
Ensure project progress is documented, integrating IRC procedures in all aspects of project.
Maintain and improve quality results by completing quality assurance tests; following standards; studying, evaluating, and redesigning processes; and implementing changes when needed.
In consultation with the Field Coordinator, manage daily relationship with local authorities engineers.
Duration of consultancy
The Senior Engineer will have their primary base in Shahat,with regular visits to various locations in the eastern region, including Shahat,Al Bayda, Derna, and other areas as designated by the Field Coordinator.
Qualifications
Qualifications
A certificate in Civil Engineering / Architecture or a diploma in Building and Construction.
Excellent English language level, both written and verbal.
At least 4 years experience in managing construction works. Previous experience renovating health facilities is an added advantage.
Previous INGO experience is an added advantage.
Strong interpersonal skills and ability to communicate clearly.
Good writing and organizational skills
Excellent computer skills.
