Senior Grants Accountant – Global Fund TB/HIV/RSSH Grants

Plan International has been implementing grants from the Global Fund to Fight AIDS, Tuberculosis and Malaria, since Round 4 in various roles of Principal Recipient (PR), Sub- Recipient (SR) and Sub Sub-Recipient (SSR). Covering countries like, Benin, Burkina Faso, Liberia, Cameroun, Guinea, Liberia, Mali, Niger, Senegal, El Salvador, Thailand, Togo and Zimbabwe.

Plan International has been awarded GC7 TB/HIV/RSSH grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria. Plan International Liberia been selected to as PR to implement the grant with multiple partners including MOH as SR/SSR/SP (Service Provider).

This post is needed to ensure quality and compliance with programmatic and financial indicators of Sub Recipients, through on-going support to field work in research, planning, monitoring and evaluation.


To support this grant, Plan International Liberia is seeking a highly qualified Senior Grant Accountant to join our team for an initial one-year term, with the potential for extension up to three years. In this role, you will play a pivotal role in supporting financial activities related to the TB/HIV/RSSH and covid 19 grants.

Under the direct supervision of the Deputy Chief of Party Finance, the Senior Grant Accountant is responsible for Financial Management, Grant Compliance, Budget Monitoring, Financial Reporting, Audit Coordination and Training and Guidance to staff and implementing partners on financial and grant management best practices. The Senior Grant Accountant is responsible for implementing and enforcing any safeguards prescribed by the donor.

H/She will ensure conformity with grants reporting requirements and the stringent compliance standards established by the donor in agreement with Plan International policies and procedures for the implementation of grants.


Treasury management

Review the forecast/funds requests from the Principal Recipient and the Sub-recipients

Prepare the quarterly funds disbursement from the Global Fund and submit to the DCOP finance for review and approval

Verify the accuracy between the funds disbursed by the donor and the funds received into the bank account and flag any discrepancy

Ensure that the income received from the donor is booked in the financial system

Ensure that the intercompany recharges are sent to Plan International Canada

Accounting process

Review all payment requests to ensure all necessary support documents are attached to the payment in compliance to grant requirements/processes.

Reviews payment vouchers to ensure the correct code is entered in SAP/YODA.

Ensure compliance with local regulatory and tax legislation at all levels.

Timely review staff advance liquidations and ensure that the supporting documents are attached and that the refunds are deposited to the bank.

Review all cost recovery on a monthly basis and ensure that the cost allocation is based on actual with copies of the supporting documents attached.

Review the SRs monthly budget versus actual and ensure the cash is reconciled
