Org. Setting and Reporting
This position is located in the Executive Office, Executive Direction and Management of the Office of the High Commissioner for Human Rights (OHCHR), Geneva. The incumbent reports to the Deputy High Commissioner for Human Rights (DHC) through the Special Assistant to the DHC.
Under the supervision of the Deputy High Commissioner for Human Rights and in support and with guidance of the Special Assistant, the senior staff assistant is responsible for the following duties:
– Assists the Deputy High Commissioner in the organization of work; arranges and updates details of the Deputy High Commissioner’s commitments, including the elaboration and alteration of appointments; ascertains which commitments can be accommodated within the existing schedule, anticipating overlaps, suggesting priorities among pending requests and maintaining related records and files.
– Assesses, responds, distributes/ refers correspondence, documents, information, telephone and personal inquiries made by Division Directors, Chiefs of Branch, other OHCHR staff, as well as members of Permanent Missions, civil society and others.
– Requests and keeps track of files for meetings and conferences in which the Deputy High Commissioner is involved; and organizes and keeps up-to-date system of files comprising both correspondence and documentation, including that of a confidential, personal and political nature.
– Makes all the necessary travel arrangements for the Deputy High Commissioner, including the visa formalities and keeps track of the programme of visits, hotel reservations and tickets.
– Ensures that all concerned are informed of the Deputy High Commissioner’s visit and scheduled activities.
– Organizes regular travel meetings for the Deputy High Commissioner to discuss forward travel plans or specific missions, including colleagues from concerned Divisions/Branches, the Communications Section, the Security Section, the Special Assistant, and any other staff members designated to accompany the Deputy High Commissioner.
– Coordinates and prepares a consolidated de-briefing package to be shared with relevant colleagues and kept for the files.
– Takes the necessary administrative steps to support the management of sensitive human resources and personnel issues that are brought to the attention of the Deputy High Commissioner.
– Supports administrative arrangements for the selection of OHCHR staff for Executive Direction and Management including job openings, screening applications of candidates for short listing and setting up interviews.
– Creates, monitors and maintains the Executive Direction and Management staffing table.
– Creates, updates and ensures distribution of OHCHR internal templates and Standard Operating Procedures; assists in the preparation of budget proposals and performance reports.

High school diploma or equivalent.
At least ten (10) years of administrative and senior secretarial experience are required.
Out of the ten (10) years, at least five (5) years of experience within the United Nations common system or a similar international organization is required.
Experience assisting a senior level official in the United Nations common system or a similar international or diplomatic entity is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, and knowledge of French are required. Knowledge of a third United Nations official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
THIS POSITION IS TEMPORARILY AVAILABLE FOR A PERIOD OF ONE (1) MONTH, WITH POSSIBILITY OF EXTENSION – SUBJECT TO AVAILABILITY OF FUNDS.
This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. Applicants for positions in the General Service and related categories must be authorized to work for the United Nations in the duty station where the position is located. Eligible applicants selected from outside the duty station are responsible for any expenses in connection with their relocation to the duty station. Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Having passed the Administrative Support Assessment Test in English at the United Nations Headquarters, Economic Commission for Africa, Economic and Social Commission for Western Asia, United Nations Office at Geneva, United Nations Office at Vienna, International Criminal Tribunal for Rwanda or International Criminal Tribunal for the former Yugoslavia, maybe accepted in lieu of the GGST.
• If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.
• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
