Job Description


Background:  The International Rescue Committee (IRC), one of the world’s largest humanitarian agencies, provides relief, rehabilitation, and post-conflict reconstruction support to people affected by natural disaster, oppression, and violent conflict in more than 40 countries. The IRC is committed to bold leadership, innovation, and creative partnerships. Active in public health, education, livelihoods, women’s empowerment, youth development, and protection and promotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response in Libya in September 2016 as the humanitarian situation in the country was deteriorating following the 2014 civil war. Since then, the IRC has broadened its portfolio with health, protection, and governance programs aiming to employ a holistic approach to meeting the needs of crisis affected and vulnerable communities to survive, recover, and gain control of their futures. The IRC has been working to expand its multi-sectoral reach in areas of critical need in Libya and in these efforts houses a Grants & Partnerships Unit (GPU) to support the design of, fundraising for, and management of quality, responsive programming with ambitious goals for work in partnership with local actors.

The scope of IRC Libya’s protection and empowerment programming includes Women’s Protection and Empowerment (WPE, which includes gender-based violence (GBV) prevention and response), child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for conflict-affected and other vulnerable women, girls, men, and boys. In the design and development of responsive, client-centered protection programming, the IRC works both directly and in partnership with local actors promoting women’s social and, increasingly, economic empowerment and an improved protection environment for conflict-affected and vulnerable women, girls, men, and boys. Through this work, the IRC has raised awareness among communities, provided training for service providers, and established spaces for a range of psychosocial support activities and access to case management for women, adolescent girls, and children in and around Tripoli and Misrata. The IRC aims to build on that foundation with additional, targeted support to local capacities and community-based mechanisms.

 Job Overview/Summary: IRC Libya is seeking a SHLS Assistant/ Receptionist to serve at the CP Safe Healing and Learning Space (SHLS) in Misrata and Tawergha for an anticipated project that will build on prior project achievements toward increasing access to prevention and response services and an improved protection environment for children. The Assistant will be responsible for providing receptionist services at the Safe and Healing Spaces in Misrata or Tawergha. This position is contingent upon funding.


Major Responsibilities:


Under the supervision of the CP officer, the receptionist will:

·         Receive the clients at the SHLS reception area.

·         Maintain physical and computerized records of all SHLS clients.

·         Provide orientation and needed information to clients upon arrival.

·         Report unusual activity or suspicions of safety issues to the supervisor in a timely fashion.

·         Complete proper documentation related to incident reports and misconduct reports.

·         Monitor venue grounds and entrances to ensure only authorized personnel and authorized visitor’s access.

·         Lead efforts to de-escalate inappropriate behaviors.


·         Daily supervision of the SHLS cleaner and ensure all the necessary cleaning materials are communicated to the CP officer for procurement. Share with the CP officer on a weekly basis all the items needed for Safe space.

·         Support the CP facilitators to coordinate SHLS activities on a day-to-day basis.

·         Ensure the Covid-19 prevention standards at the entrance (masks, sanitizers, and temperature measuring)

·         Any other duty the supervisor assigns.


Staff management

The receptionist will be reporting to the CP Officer.

Position Reports to:  CP Officer

Working Environment:  This position will be based out of the IRC field office in Misrata or Tawergha, Libya.





Job Requirements:

·         Exercise dignity and respect when always interacting with children and other clients

·         Must be committed to safeguard children from all forms of abuse and exploitation, in line with IRC Child Safeguarding Policy.

·         Relevant experience working at NGOs with similar role is an advantage

·         Ability to work in a multi-cultural environment with daily travel to different field sites in Tripoli

·         Capacity and flexibility to work under pressure and difficult conditions

·         Effective team player with public interest driven orientation

·         Basic skills in Microsoft Office particularly Word, Excel, and PowerPoint.

·         Self-directed, able to independently set priorities and solve problems with minimal guidance

·         Excellent interpersonal, oral and written communication skills in Arabic.

·         Basic English language skill is desired

·         Understand IRC Way, standards for professional conduct, Integrity, Service, Accountability
