Médecins Sans Frontières-Holland (MSF-H) is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation.
MSF-H is currently recruiting for a Supply Chain Officer, in Hawija/ Abbasi.
Ensure the order submission schedule is respected in the project
Communicate clearly with other departments on all supply-related issues, and provide regular updates to requestors on the status of their request.
Supervise the purchaser and ensure the quality of the products and services provided, the timeliness of order delivery, and the competitiveness of prices, quotes and tenders
Perform market assessment in the project with the collaboration of his/her line manager and identify qualified non-medical suppliers, and make framework agreements with the suppliers.
Evaluates quotations/tenders and prepares recommendation to line manager
Set priority of the orders/stock request for the purchaser/store-keeper.
- Stock management
Ensure that stored products (food, hazardous substances, narcotics and psychotropic, cold chain, etc.) are stored in accordance with the storage rules, and provide technical support to medical teams for medical stock management.
Organise full and random stock checks and report discrepancies to the Logistics Manager
Supervise proper maintenance of the warehouses and overall stock administration
Ensure cold chain protocoles are followed in the project and report any cold chain excursions that occur
Maintain the defined standard stock management tools and procedures (MSR, TSR and SMS)
Prepare TSR for analysis and discussion in monthly log-med meetings
Liaise with medical team with regards to drug supply management
Ensure incoming shipments are received and outgoing shipments are dispatched in accordance with MSF standards and policies.
Ensure that any outgoing/incoming shipments that have been physically accomplished are in accordance with the UniField system.
- Human Resources management
Supervise, monitor and evaluate the purchaser and storekeeper
Perform the evaluation for the staff under his/her direct responsibilities.
Prepare yearly holiday planning for the staff under his/her direct responsibilities.
Implement and ensure proper supply administration, including adhering to mission procedures, rules, and guidelines at the project and filing in the appropriate folder.
Responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data
Ensure that donations are done in accordance with existing requirements
Manage purchasing administrative and accounting procedures, including the generation of purchase orders, confirmation of receipt and apply to the authorization table regulations.
Manage relevant supply administrative tools (Unifield, TSR, MSR, SMS etc.)
Prepares contracts with transporters/new suppliers
- Reporting and communication
Generate reports from supply information system (Unifield).
Produce/upload performance indicator reports in Logistics Reporting System.
Report any malfunctions in the supply system (Unifield, MSR,TSR, SMS etc…) to the line manager.

Qualifications & Preferred Skills
· Essential bachelor degree in any discipline.
· Desirable degree and specialization in Logistics/Supply Chain
• Essential in supply chain management (minimum 2 years) and in organization of supply administration and procedures
• Desirable proven understanding of MSF Field Logistics (general knowledge of MSF equipment and kits)
English Essential. Arabic/Kurdish desirable
