The Partnerships Platform is seeking an experienced and motivated Tax Reform Adviser- Nauru with a proven track record in tax administration and systems, processes and policies used to interpret and administer tax laws. The ideal candidate is a collaborative, respectful, flexible and resilient Tax Reform Adviser with a keen focus on the provision of advisory support on tax reform across jurisdictions, tertiary qualifications in taxation, accounting, finance or business management, and a passion for progressing taxation and revenue reforms that benefit improved service delivery. As an advisory role, training, mentoring and capacity development are also a core focus.

The Government of Nauru has made significant commitments to the Department of Finance and Nauru Revenue Office (NRO. The Department of Finance is an important central agency, mandated to oversee and coordinate the effective management of public finance and resources. The Department of Finance’s mission is to ensure that the financial resources of the Republic of Nauru are managed in accordance with the law and are utilised in an efficient and effective manner. The key objectives for the NRO relate to implementing its core functions including: timely collection of revenue; enforcement with international institutions to support better practice revenue collections and compliance; and enforcement and compliance with revenue legislation.

The areas of focus of the assignment are:

  • Assist the NRO to implement further tax reforms; Work collaboratively with GoN to ensure tax reform measures are delivered in a timely manner;
  • Develop and implement a revised Compliance Improvement Plan designed to address identifiable risks to revenue.
  • Develop a capacity development and training plan for the Tax Division, considering the use of National and Regional partnerships and implement extensive tax technical and procedural training with an emphasis on fundamental accounting, tax audit and tax technical compliance training workshops.
  • Review and, as required, upgrade tax processes and procedures designed and implemented for tax filing, payment and assessment of domestic taxes.
  • Promote the capacity of taxpayers to comply; ensure effective compliance monitoring; and instil community confidence in the tax system and its administration.

The position is an accompanied, 12 months posting with the option to extend for another 12 months. A competitive international standard remuneration package will be offered to the successful candidate, including housing, and return airfares if required for international candidates.

This position is based in Yaren, Nauru. Please note that some flexibility on location and remote working may be considered.

About You

We are seeking candidates who can demonstrate a high degree of flexibility, respect, resilience and adaptability, and a preparedness to work with limited resources in a challenging environment, this includes the ability to successfully build and manage relationships with a broad range of stakeholders.

To be successful in this role, you will have tertiary qualifications in taxation, accounting, finance, business management or related discipline with extensive experience in a tax administration/revenue department., including demonstrated practical and technical knowledge of the systems, processes and policies used to interpret and administer tax laws. Experience in range of capacity development approaches, including conducting training, mentoring and the development of procedures and manuals will be highly valued.

You will be required to demonstrate a strong understanding of, and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), child protection and the Prevention of Sexual Exploitation Abuse and Harassment (PSEAH), anti-corruption and other DFAT safeguarding policies.
