The mission of the Pacific Health Systems and Policy (PHS) team is to support Member States in the Pacific to attain universal coverage of health services for better and equitable health outcomes. Health sector development acts as the foundation that both underpins and unifies public health efforts aimed at combating diseases and building healthy communities in an efficient and equitable manner, especially for high priority, excluded and underserved population groups. A strong health system foundation enables effectiveness of individual programmes and efficient use of shared system resources for all programmes. A strong health system also promotes appropriate integration of pro-poor, equity-enhancing, gender-responsive and human rights-based approaches. These efforts have to consider the impact of climate change on health and vice-versa, the co-benefits of health and climate change intervention and work across whole of governments to ensure that health systems are climate resilient. Efforts to minimize the climate impact of health care delivery system are also a significant part of health systems intervention in the Pacific.WHO through the implementation of the WPRO Strategy – For the Future as the mechanism to deliver GPW13 objectives, is supporting PICs to develop and strengthen climate resilience of health systems and reduce deleterious impacts of climate change on healthcare delivery. Within this context, conducting vulnerability assessments, exploring options and introducing climate neutral healthcare infrastructure as well as developing robust Health National Adaptation Plans are ongoing activities across PICs. WHO is being supported in this area of work by KOICA specifically in Fiji. A multi-year KOICA funded programme has been established to run from January 2021 – 30 November 2025. The post holder will be expected to provide technical support to all PICs.The incumbent will serve as the technical lead in implementing health systems vulnerability assessment, design of systems intervention to enhance climate resilience, identification of adaptation and mitigation options for climate sensitive healthcare delivery infrastructure, facilitating the development of NHAPs, and monitoring and evaluation of the programme of work. The incumbent shall work closely with colleagues across WPRO, the relevant government institutions and partners to deliver effectively in the role.

- Provide direct technical support to Fiji and other PICs to undertake health systems vulnerability assessments;
- In collaboration with relevant technical units in DPS, WPRO and HQ, collect appropriate data, review, analyse and interpret data collected to guide interventions on climate resilient health systems;
- In consultation with PICs and internal WHO stakeholders, provide technical advice for the development of National Health Adaptation Plans within the context of strengthening climate resilience of health systems;
- Ensure operational delivery, troubleshooting, monitoring and reporting of planned activities related to climate resilient health systems in Fiji and other PICs in collaboration with counterparts from all levels of the organization;
- Produce relevant policy briefs, concept notes, and donor reports including annual report on impact and the implementation of the programme of work highlighting progress towards the achievement of For the Future and GPW13 objectives;
- To provide technical advice to WHO partners and PICs regarding collaborative efforts to design, implement and monitor climate change and health systems actions across PICs; and
- Carry out other technical tasks related to health systems strengthening as requested by the supervisors.

- University degree related to any of the following fields: public health, medicine, climate science, environmental health, health administration, health service management or public policy, from an institution recognized in the Worldwide Database of Higher Education Institutions, Systems and Credentials (WHED).

- At least 5 years’ relevant work experience in public health, health service delivery, health policy, environmental health and/or climate change as related to health systems policy and actions. Demonstrable and specific experience working with governmental and health sector partners to address climate-related issues.
Skills:
- Extensive knowledge and experience in health systems strengthening, climate change and environmental health science, public health, health service management and health policy and administration; Demonstrated knowledge and skills in health systems intervention design, formulation of national policies and plans, public health, or other climate and health related disciplines; Demonstrated advocacy skills and effective working with government and other stakeholders;Skills in leading, facilitating and managing collaborative public health programmes and working across sectors beyond health; Excellent communication and presentation skills with ability to write in a clear and concise manner and to give technical advice and guidance taking into consideration the views of multiple stakeholders and partners; Negotiation and representational skills which allow coming to a common understanding of complex and often controversial issues; and Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of professional and personal conduct.
