BACKGROUND
Purpose of Activity/Assignment:
The purpose of the consultancy is to manage the partnership portfolio with sports entities as well as coordinate and provide overall technical guidance in design, planning, implementation and monitoring of UNICEF supported public activities and events that will contribute to the achievement of advocacy and programmatic outcomes.
Sport for Development interventions has been already implemented during the last 5 years including UNICEF presence at football festivals (organization of children’s zone, dissemination of information regarding responsible parenting, fundraising etc.); signing of MoU with the Belarusian Cybersport Federation to attract e-sports in Belarus to child rights issues; signing of MoU with Special Olympics and training of volunteers with SO to address the needs of CWD during sports events; signing of the MoU with football club “BATE” and promotion of child rights and fundraising during the football games during family football festivals, UNICEF integration in the sports mass events such as Pershy Rovar and Minsk Half-Marathon, etc.
UNICEF expands its portfolio of sport interventions and is embarking on a new journey in 2024 to implement and scale up its activities across the country as following:
- Enhancing fundraising, responsible parenting, family-friendly policies through organization of joint events with sports partners;
- Promotion of inclusion, mental health, fundraising through participation in Minsk Half-Marathon and organization of Family Run in collaboration with Athletics Federation and corporate partners;
- Promotion of UNICEF programme messages on the importance of a healthy lifestyle, inclusive sports and responsible parenting through Pershy Rovar Children Cycling Event integration;
- Strengthening of responsible parenting, cybersafety and inclusion through recommendations for parents whose children play computer games in cooperation with Belarussian Cybersport Federation;
- Support to girl’s participation, responsible parenting, mental health through participation in cooperation with Belarussian Football Federation, etc.
Belarus CO aims to promote sports as a means to protect and promote children’s rights and address social issues; stimulate cognitive activity of children and youth through games, contests and interactive educational activities; promote responsible parenting and comprehensive development of children; promote family values and raising children in families; streamline social inclusion; promote safe and healthy lifestyle; promote youth civic engagement and participation; raise children’s awareness about their rights; and leverage resources for children’s programmes.
UNICEF interventions in mass events need additional support in preparation and execution processes, logistics and cooperation with partners. Very often, UNICEF engagements in S4D events is interlinked with partnerships from the private sector, corporates and resource mobilization activities (i.e. Minsk Half-Marathon, Pershy Rovar, Slavyansky Bazaar in Vitebsk, etc.). Mobilizing resources from the corporate donors and private sector in support of the most vulnerable children in Belarus is one of the key opportunities for the Country Office.
The Consultant will support the Partnerships section and Communication section with events management with S4D partners, private sector as well as other advocacy stakeholders. Close interaction with programme sections will be required.
Scope of Work:
- Provide support in conceptualization, preparation and implementation of planned activities;
- Act as a focal point in coordinating the events with a selected promotion/event agency;
- Select venues, arrange onsite vendors and ensure partners’ engagement for the events;
- Ensure the detailed checklist for the events management and ensure its timely and quality execution;
- Provide assistance with the development and distribution at the events of communication/visibility materials for campaigns and activities, as well as coordinating designers, photographers, videographers, printing services, bloggers;
- Coordinate the volunteer engagement and participation in the events, organize logistics related to travel and participation of volunteers.
- Explore opportunities to build new partnerships with sports stakeholders and other potential partners.

Qualifications
Education:
- University degree in the social sciences, including but not limited to communication, marketing, sports, international relations or in a related technical field.
Work experience/Knowledge/Expertise/Skills required:
- Knowledge of UNICEF mission, vision and core values;
- Knowledge of child rights issues, child participation and strategic partnerships;
- Work experience with or in partnership with UNICEF and other UN agencies.
- A minimum of two year of relevant professional experience in events management and PR; sports partnerships experience is an asset;
- An experience in design, management, implementation, monitoring and evaluation of activities related to networking and partnerships.
- Work experience related to advocacy, communication, and partnerships, including proven experience of working with government and public organizations
- Fluency in Russian
- Intermediate knowledge of English is an asset

- Reflect the costs per each deliverable and the total lump-sum for the whole assignment period (in US$) to undertake the terms of reference.

UNICEF can provide office vehicle for some duty travel missions with prior agreement as per monthly travel plan approved by the supervisor
