Chemonics seeks a Chief of Party for the USAID Vietnam Action Against Plastic Pollution (VnAAPP) Activity. The VnAAPP activity aims to reduce ocean plastic pollution at its source in Vietnam under three objectives to improve integrated solid waste management, reduce use of single use plastics, and foster action through extended producer responsibility. The Chief of Party shall be a key liaison with USAID, counterparts and stakeholders, and other implementing partners. They will provide overall technical direction, leadership, and management, and serve as the primary authority for all decision-making to ensure all activities, staff, and partners achieve targeted results and meet reporting requirements. They should bring strong technical expertise in key areas such as solid waste management and recycling, municipal planning and service provision, public-private partnerships, and advances in areas such as reduction of single-use plastics and extended producer responsibility.

The position is expected to be based full-time in Southeast Asia.

Responsibilities:

  • Provide overall technical expertise, leadership, and direction to achieve Activity objectives.
  • Provide strategic oversight and the development of annual work plans.
  • Build and maintain strong relationships with USAID, local government counterparts, and various team members and partners.
  • Oversee effective management and implementation of the Activity in accordance with the agreement requirements, USAID regulations, and Chemonics policies and procedures.
  • Ensure achievement of quality results within budget and on schedule.
  • Oversee monitoring, evaluation, and documentation of progress toward achieving results and lessons learned.

Qualifications:

  • Minimum of 15 years of experience in municipal solid waste management, recycling, municipal services provision and planning, plastics reduction, and/or related areas with preferred experience in Vietnam or elsewhere in Asia.
  • Proven leadership abilities and political savvy, including experience representing programs at high levels of policy engagement on donor funded programs.
  • Experience facilitating multi-stakeholder collaboration, working in environmental and local capacity development.
  • Knowledge of legal and institutional contexts and frameworks in Asia.
  • University degree (advanced degree preferred) in engineering, urban planning, natural resource management, business, or another related field.
  • Proven track record and experience in project design, policy dialogue, strategic planning and implementation.
  • Demonstrated staff and activity management and technical skills.
  • Ability to work in complex and politically charged environments to achieve sustainable results.
  • Demonstrated leadership, versatility, and integrity.
  • Advanced professional proficiency in reading, speaking, listening, and writing in English required.
