Job Summary

The Proposal Manager is a pivotal role within the Business Development team. The Proposal Manager is responsible for leading the end-to-end capture and proposal development best practice process to secure funding for the organization’s diverse portfolio of work that impacts global challenges in human development. The Proposal Manager brings a diverse toolkit of skills to support integrated bids for US Government, Foundations and Corporations, Multilaterals and Non-US Government in HIV/AIDS; maternal, newborn and child health; family planning and reproductive health; tuberculosis; neglected tropical diseases; emerging infectious diseases; health security; supply chain; nutrition and food security; gender; youth; product quality compliance; network research and research support; education; international exchanges; civil society and peace building; economic development; workforce and economic participation; climate change; and crisis response sectors. This role requires strong organization, communication, proposal management, and stakeholder engagement skills coupled with an understanding of diverse needs of global communities and local actors. The Proposal Manager directs internal cross-functional teams and external partners around the world to develop and submit compelling and compliant proposals that drive positive change in human development.

Key Responsibilities:

  • Lead cross-functional teams to ensure the compliant and timely delivery of proposals to funders within established timelines.
  • Manage captures and proposals of varying value, sector, funder, and level of complexity.
  • Manage and facilitate the capture and proposal development process, including creating schedules, action plans, tracking progress, ensuring milestones are met and adherence to funder requirements.
  • Lead and contribute to capture assessments, including background research, business intelligence, positioning, competitive analysis, and win strategy development along with technical leadership, advisors in-country and subject-matter experts.
  • Support technical leadership to ensure relevant perspectives are incorporated in win strategy by engaging with partner organizations, consultants, local communities, and other stakeholders.
  • Support capture and proposal teams to align strategies with broader funding goals and organizational objectives.
  • Support the organization’s business development strategies, goals, and initiatives through engagement with partners, stakeholders, and communities.
  • Provide oversight on capture and proposal financials by confirming a best practice process is applied to develop price-to-win targets and proposal budgets in compliance with funder guidelines.
  • Draft persuasive and compliant proposal sections that respond to funder guidelines.
  • Ensure capture and proposal team responsible persons understand their role and responsibilities and when their tasks are due.
  • Serve as the partner liaison by preparing partner packets and tracking deliverables.
  • Adhere to internal review process for quality oversight and compliance with funder requirements.
  • Document best practices, lessons learned, and successful proposal strategies for continuous process improvement.
  • Regularly communicate changes and updates to teams, contributing to the development and communication of strategy.
  • Manage detailed logistics for proposal submissions, ensuring a smooth process, confirmation of receipt, and diligently maintain all final submissions to funder.
  • Support onboarding of new proposal development staff.
  • Support organizational learning through trainings and improvement initiatives.
  • Embrace additional duties as assigned, actively contributing to the multifaceted and evolving responsibilities of the team.

Qualifications:

  • Multi-tasking and flexibility skills required to meet competing demands and sensitive deadlines.
  • Good judgement with ability to problem solve.
  • Strong organizational and leadership skills.
  • Exceptional writing, editing, and verbal communication skills.
  • Attention to detail.
  • Proficiency in Microsoft Office Suite.
  • Ability to travel internationally to support collaboration with regional teams, partners, and donors in country.

Education

  • Bachelor’s degree or international equivalent in a related field.
  • Master’s degree preferred.

​Experience:

  • Minimum 3 years of experience in business development or related field.
  • Knowledge of International Non-governmental Organizations (INGO).
  • Association of Proposal Management Professionals (APMP) Foundation level certification preferred.
  • Knowledge of APMP or Shipley Associates foundational best practice processes preferred.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Less than 10%

The expected US Based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $67,000 – $90,000

International hiring ranges will differ based on location.
