The Bureau for Democracy, Human Rights, and Governance, Office of Justice, Rights, and Security (DRG/JRS) invites expressions of interest from U.S. direct hires (USDHs) for an exciting opportunity to support DRG’s efforts to prevent and combat trafficking in persons (TIP) and co-leading policy-related initiatives to address TIP globally. This non-reimbursable detail opportunity will begin in April or May 2024 and will run for up to 120 days.
Overview: Human trafficking is the second largest criminal industry worldwide and affects the most vulnerable in our societies with more than 25 million people enslaved. Seventy percent of identified victims are women and girls. These horrific practices egregiously violate fundamental human rights, undermine the rule of law, corrupt global commerce, foster gender inequality, and pose significant threats to global security. In response, the JRS Countering Trafficking in Persons (C-TIP) team dedicates itself to providing technical assistance to USAID bilateral and regional Missions to prevent and combat TIP through technical assistance, training, research, advocacy, and integrating C-TIP into other sectors. The team also works closely with the interagency to implement the White House’s National Action Plan on Trafficking in Persons and the Trafficking Victims Protection Act (TVPA) legislation. The selected detailee will advance JRS C-TIP efforts by providing targeted support to Missions, coordinating the Agency’s reporting on C-TIP, and by co-leading policy related issues to prevent and combat TIP globally.
Duties include the following:
- C-TIP policy related work:
- Work in coordination with the JRS C-TIP Acting Team Lead, the Agency’s C-TIP regional coordinators, Department of State’s Office to Monitor and Combat Trafficking in Persons (J/TIP) and others to advance policy related issues, particularly related to Tier 2 watch list and Tier 3 countries.
- In coordination with the C-TIP team and other stakeholders, support a mapping of C-TIP responsibilities throughout the agency to recommend proper alignment of roles and responsibilities.
- Support the JRS Office in advancing a revised process for the TVPA Tier 3 Waiver Process.
- Support to Missions to prevent and combat TIP:
- Support the completion of technical knowledge products, which may include technical guides and/or training materials.
- Shaping C-TIP approaches in the interagency:
- Support the C-TIP Acting Lead in coordinating with (J/TIP) and other actors to prevent and combat TIP globally.
- Represent USAID at inter-agency meetings when necessary to ensure effective collaboration and coordination in addressing TIP.
- Assist in the development of briefing materials, including preparation for Hill briefings as required.
- Regularly update the JRS Director, Deputy and C-TIP Acting Team Lead on the implementation of these duties, providing comprehensive reports on progress, results, and any pertinent issues in a timely manner.
Minimum Qualifications: The ideal candidate for this non-reimbursable detail is a Foreign Service (FS) or employee at the FS-03 and 02 grades or Civil Service (CS) at the GS-13 and 14 grades. The detailee should have an interest in/experience with DRG, JRS related issues, or HR and or TIP programming. The detailee will report to the DRG/JRS HR Team Lead and C-TIP Acting Team Lead on C-TIP related issues.
