MSF ou Médecins Sans Frontières est une organisation humanitaire internationale qui apporte une aide médicale d’urgence à des populations confrontées à des crises menaçant leur survie, et ce, depuis bientôt cinquante ans. D’ailleurs Médecins Sans Frontières a reçu le prix Nobel de la Paix en 1999. Zones de conflits armés, épidémies, pandémies, catastrophes naturelles ou accès limité aux soins de santé, voici nos terrains d’intervention. Toutes ces situations nécessitent des ressources médicales et logistiques adaptées dont les autorités sanitaires et les ministères de la Santé ne disposent pas, ou pas en nombre suffisant, c’est pourquoi une assistance médicale internationale est essentielle aux populations.

 

Si vous avez entendu parler des actions humanitaires MSF, c’est parce que MSF prend la parole publiquement pour tenter de faire sortir une crise de l’oubli, alerter l’opinion sur des exactions commises loin des caméras, critiquer les insuffisances du système de l’aide, ou lorsque l’assistance est détournée de son objectif premier pour servir des intérêts politiques.

Context & Mission

Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).

In many contexts where we intervene, our ability to assist people adequately and to secure access to them and for them has been a constant challenge for MSF. Our working space is not a given and must be negotiated on a consistent and regular basis. It depends largely on the ability of humanitarian agencies and organizations to negotiate their presence and terms of operations with various state and non-state actors.

As specified in the OCG strategic plan 2020-2023 : “Analysis, Negotiation, Communication & Positioning are part of MSF social mission and shall be considered as an integrated pillar of MSF OCG broader operational strategies. Over this strategic cycle MSF OCG will “Continue to develop and train field teams in the art of negotiation that includes the understanding of complex environment, the geopolitical landscape, the increasing regulatory and administrative constraints, risk analysis, security management.”

To fulfil this ambition, the position of Negotiation Advisor positions was opened with the aim to develop and provide our own negotiating capacity to support our social mission whether internally or via external partnership through direct support to our teams in the field. This position will also contribute to the design of trainings and tools as well as workshops/trainings and coaching/mentoring in situ or through webinar to support our field teams in elaborating their contextualized negotiation strategy. In addition, he will provide an advisory service and peer support when necessary.

Tasks and Responsibilities

Scope of responsibilities

·       Support to the cell 4′ s missions (IRAN, RDC, CHAD) to ensure that the implementation and the management of pharmacies work according to OCG norms and standards (from MSL to rational drug use, etc)

·       Implementing and Monitoring with the medcos and the pharmacists’ mission to the ensure all the pharmacy management fundamentals/tools are implemented and followed.  

·       Support for the general monitoring of the management system implemented in the missions and projects.

·       Participating in the planning and setting-up of new pharmacies in the country and in support of the Medco, contributing to the drawing up.

·       Organizes trainings as needed (participate in the recruitment, training/induction, setting objectives, evaluation, potential detection, development, and communication).

·       Participate in the capitalization of the management system, ensuring there is a system that allow good collaborate between the medical department and the logistics (pharma supply team)

·       Build and follow up with supply team implementation of supply strategies related to medical items.

·       Availability to do a gap filling when required by the missions and cell.

·       Collaborating with the Medco,RMP/Mission pharmacists and log team on the definition preposition  of stock missions and projects. Active support during the budgeting plan of action and periodic orders.

·       Collaborate with RMP/ Medco in define mission pharmacy strategy according to the context and to emergency response.

More specifically, he or she provides support to the Mission Pharmacists and the rest of the pharmacy team as follow:

Data collection and analysis

·       A communication system for data collection, verification and analysis of monthly consumption statistics and data and collection for monitoring and surveillance of optimal quantity & quality of medicine use, antibiotic stewardship interventions such as restricted use of antibiotic review.

·       Checking the consistency between consumption and prescriptions for a list of key items to be defined with the medical coordinator and analyzing the results for a decision making.

·       The existence of a system for collecting information on adverse reactions to medicinal products and medical equipment and analyzing the results.

Medication and Medical Device Management

·       Support for the implementation and proper use (according to MSF standards) of pharmacy management and monitoring tools (daily tracking sheet, order sheet etc …).

·       Support for the implementation of new tools and their follow-up

·       Support in the definition and establishment MSL’s and their compliance

·       Support for the proper organization and management of pharmacies of the various projects.

·       Participate in improving/implementing quality of care activities, such as rational drug use, rational antibiotics prescription/use, good dispensing practices, patient treatment adherence, pharmaco vigilance.

·       Support for the establishment of new pharmacies in the countries and define their objectives.

·       Support on the decision-making system for donation and destruction in accordance with national procedures.

·       In collaboration with the medical and logistic coordinator, support for EPREP stock management and content.

·       Ensures that the management and importation of narcotic and psychotropic drugs complies with national legislation and allows the traceability of products.

Supply

·       In collaboration with the medical and logistical coordinators, ensures the existence and proper functioning of a supply circuit for medicines and medical equipment (chronogram, procedures etc.)

·       In case of local purchase, compliance with MSF recommendations and the information circuit under direct supervision of HQ pharmacist

·       With the collaboration of supply cell ensure the Monthly Stock Report is well complete with accurate data and action taken

Medical Orders

·       Support to teams to consolidate, plan and track medical orders (including budgeting with finance and logistics) and take necessary action during delivery delays, risks of stock-outs, etc.

·       Participates in Quality Alerts and Batch Recall

·       Develop analysis ad hoc on the status of stock, need of the mission and pertinence with medical activities.

Team coaching

·       Ensures the proper organization of the work of the teams or people in charge of pharmacies in the different projects according to the requirements of the programs.

·       Carries out visits with the pharmacist mission in the projects to ensure the understanding of the procedures, the application of the recommendations and to provide assistance in the resolution of the problems encountered by the teams.

·       Recruitment support / evaluation / set objectives according to period

·       Participate in the Briefing/Debriefing pharmacists

·       Definition of job profiles according to the need in the field.

Continuing education

·       Defines, with the help of the direct managers of the people concerned, the training needs of the teams involved in the management of the pharmacy in line with the objectives of the project.

·       Participates in the training of members of the teams in charge of pharmacy management in projects through support in the work.

·       Contribute to training Intersection in Kampala, Supply Week, Pharma week

Your Profile

Education & Experience

·       Qualified Pharmacist

·       Experience in pharmacy management

·       Experience in developing countries

·       Experience with MSF as Pharmaco

·       Experience in management

·       Experience in emergencies management

Languages

·       Fluent French

·       Fluent English

Personal Abilities & Skills

·       Essential computer literacy (word, excel and internet)

·       Available for frequent travels. Presence in the field adapted according to the need (several weeks , a month), Follow-up of other missions will be assumed by the cell during this period.

Terms of Employment

·       Fixed-term contract, 12 months

·       Full-time, 100% (40h/week)

·       Working place : Field-based position (Iran , Tchad , RDC) with visits to the headquarters in Geneva

·       Practical working conditions in the field are in accordance with the MSF OCG volunteer manual.

·       Ideal start date: April 24th, 2024

·       Gross monthly salary: CHF 5’500.- based on 100%

·       Benefits: Health insurance and living expenses in the countries of intervention and at headquarters, paid according to internal regulations.
