Job Overview:

The Cash Transfer Officer is responsible for carrying out all aspects of program delivery concerning multipurpose cash transfers and other livelihood interventions in the targeted woreda of Konso zone. The project seeks to respond to the basic humanitarian needs of Drought and conflict-affected Households by providing much-needed cash for food and crucial basic needs. Under the Direct supervision of ERD Livelihood Program Manager, The Role holder is the primary field-level position for planning, implementing, monitoring, and evaluating cash-based intervention and spends most of his time in the field.

Major Responsibilities:

  • Intensively follow up the routine operational elements of cash transfer programming activities based on IRC operational procedure with the direct support of the Livelihood Program Manager.
  • Handle the Identification of project beneficiaries based on robust and agreed criteria of client targeting.
  • Responsible for identifying and applying potential delivery mechanisms of humanitarian cash within the designated project area.
  • Work in coordination with local partners, financial service Providers (FSP) and Mobile Network Operators.
  • Ensure that all necessary reports and updates are prepared and delivered to IRC and local partners.
  • Establish and closely work with community-based Targeting and Apple committees.
  • Prepare and document the Client Database and ensure the personal data of each client is protected.
  • Develop a cash distribution plan, supervise, and evaluate the on-spot cash distribution process.
  • Set up and strengthen community-based compliance and feedback mechanisms.
  • Provide cash transfer sensitization sessions for targeted households and other partners.

Internal coordination

  • Cooperate with IRC implementing unit based at field and Office including WASH, Health, MEAL, Education, Finance, supply chain, safety, and security focal and others.
  • Ensure and put in place the vital compliant management and response mechanisms in collaboration with MEAL staff.
  • Directly Liaise with the ERD Livelihood Program Manager and other technical teams as required.

External coordination

  • Effectively coordinated with local signatory offices and community representatives to ensure their participation and create a smooth working environment.
  • Participate in cluster and other coordination meetings in designated woredas.
  • Identify and work very closely with Financial Service Providers (FSP).

Project Monitoring and Reporting

  • Facilitate field data collection (needs, market, risks, and security) and provide input for concept note/ proposal development.
  • Follow up on the progress against the grant work plan; promptly identify any current or potential delays.
  • Assist supervisors to ensure all monitoring activities are fully completed and necessary lessons are properly documented.

Capacity Building and Coaching:

  • Awareness creation to the communities, government partners and team members to consider cash response as one modality in appropriate situations.
  • Capacitate the community representatives, Local partners, and others (if any) on cash Transfer Programming (CTP).
  • Support and mentor the FSP to meet the humanitarian principles during the Cash Response program/facilitating the payment to the beneficiaries.

Safeguarding Responsibilities: –

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in the IRC field team.
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and promote IRC values and adherence to IRC policies.

Qualifications

Job Requirements:

Educational Requirements:

  • First degree in social science (Economics, Agriculture Economics, or postgraduate degree preferred)

Preferred experience & skills:

  • Minimum 2 years for First degree and 1 year for postgraduate Degree in Agri-economics, Economics, Marketing, Rural Development, Banking, Project Management or similar with meaningful experience of the position demand.
  • Confirmed abilities of Humanitarian cash-based programming.
  • Excellent verbal and written communication skills as well as an overall ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
  • Strong analytical and problem-solving skills.
  • Ability to work both independently and in a dynamic, cross-functional global team structure.
  • Highly proficient in the Microsoft Office suite.
  • Demonstrated ability to work effectively with stakeholders at all levels.
  • Ability to manage and work through change proactively and positively.
