The Office of the Director-General (DGO) provides global direction to the work of the Organization and the overall framework of WHO’s Constitution, so as to maximize the Organization-wide contribution to the work of Member States in achieving significant gains in public health. Situated within DGO, and in the context of the WHO transformation agenda, TIC (Transformation Implementation and Change) leads, facilitates, supports, and monitors processes for organizational change and continuous improvement. The Secretariat of the SDG3-GAP is a part of TIC, and TIC may also undertake other special priority initiatives. The SDG3 GAP brings together 13 multilateral agencies in closer collaboration to better support countries to achieve the health-related SDG targets by 2030. The Secretariat of SDG3 GAP coordinates and monitors the implementation of the SDG3 GAP, working closely with relevant technical units and the regional offices, and across the signatory agencies.
Duties:
  • Contribute to WHO’s ability to provide leadership and leverage partnerships in global health, specifically by strengthening WHO’s leadership on SDG3 GAP and by supporting the implementation of the SDG3 GAP across signatory agencies and across the different accelerators and other workstreams of the SDG3 GAP.
  • Provide technical guidance into implementation of The Global Action Plan for Healthy Lives and Well-being for All and support the monitoring and evaluation framework of SDG3 GAP, including on the development of new policies, progress reports, evaluations, country case studies, etc., based on the ‘engage, accelerate, align and account’ (EAAA) commitments of the signatory agencies. 
  • Ensure the facilitation of a stronger institutionalization of the SDG3 GAP within WHO by promoting best practices and liaising closely with other departments, regional and country offices and relevant programmes.
  • Prepare and follow-up of principals’ and focal points meetings and support broader stakeholder management.
  • Ensure the timely flow of internal and external communication on the SDG3 GAP by overseeing the production of communications outputs and ensuring the appropriateness and coherence of messaging.
  • Conduct the analysis of challenges and develop innovative solutions on how best to engage with multilateral partners and make use of multilateral fora and processes.
  • Provide technical guidance into the development of change management strategies to ensure progress with implementation of initiatives across all three levels. 
  • Provide cross-cutting support to other members of TIC as needed to ensure smooth day-to-day operations of the department as well as monitoring, evaluation and reporting of work plans.
  • Perform any other incident-specific related duties, as required by the functional supervisor.
Required Qualifications:
Education:
Essential:
  • An advanced-level university degree in public health, development, health policy & planning, public policy, international relations, economics, social sciences, or related field relevant to the position.
Experience:
Essential:
  • A minimum of seven (7) years’ work experience in relevant international, governmental, non-governmental or private sector organizations, in the fields of public health, development or health policy & planning, with at least two years of exposure at the international level.
  • Experience working in an international organization and familiarity with WHO.
Skills:
  • Strong skills in the area of developing and establishing polices and strategies.
  • Excellent skills and ability in managing diverse teams and financial resources.
  • Good skills in mobilizing resources.
  • Ability to engage effectively and diplomatically with external partners including international agencies, ministries, donor institutions, civil society, and other stakeholders.
  • Excellent interpersonal and communication skills.
  • Ability to work in a complex, multicultural, and politically sensitive environment.
  • Good knowledge of global health and multilateralism.
  •  Excellent knowledge of project management with the ability to develop and adapt systems that support agile processes.
  • Strong analytical skills with the ability to analyze and synthesize information from multiple sources.
  • Strong professional skills in writing and developing reports and persuasive documents.
Language Skills:
Essential:
  • Expert knowledge of English.
