The temporary position is located in the ILO Decent Work Technical Support Team for Arab States (DWT-Beirut). DWT-Beirut is part of the Regional Office for the Arab States (ROAS). 

The DWT-Beirut has the primary function to inform and support the design and implementation of Decent Work Country Programmes (DWCPs) throughout the region and to promote coordinated subregional and regional initiatives on decent work towards the promotion of social justice and a fair and inclusive globalization. The team is involved in technical analysis and policy and programme advice on strategic labour and social issues at national and regional level. 

The main role of the position is to lead on all employment-related work across the region and works closely with the Employment Policy Department (EMPLOYMENT) at ILO headquarters.

The incumbent works under direct supervision of the Deputy Regional Director/DWT-Beirut Director. 

The incumbent receives technical guidance and advice from the EMPLOYMENT Department.

The Senior Specialist works in collaboration with the other specialists in the DWT-Beirut team, multilateral development banks, international financial institutions and with UN agencies at the country and regional levels.

Duties and responsibilities:

  • 1.    Lead and manage a broad programme of work, ensuring effective supervision of staff, establishing work plans, setting work priorities and monitoring progress on deliverables. 
  • 2.    Analyze and review (a) national development frameworks; (b) labour market information policies that generate employment, improve employment conditions and protect vulnerable; (c) poverty reduction strategies and institutional settings to include an employment focus into these strategies.
  • 3.    In close collaboration with key counterparts, design and conduct technical research and policy analysis of strategic labour and employment issues in the global and regional context, with a view to making employment central to economic and social policies and the role of employment in achieving the Sustainable Development Goals (SDGs) and reducing poverty. Lead regional and country specific research projects on employment that provide policy recommendations with a view to influencing the policy agenda of the Arab countries and recommendations of other international agencies.
  • 4.    Lead the design, development, implementation, monitoring and promotion of related programmes, strategies, approaches and policies with a view to enhancing and positioning the Organization’s technical leadership in these areas. Lead, manage and coordinate high-level advocacy and technical and policy advisory services at the regional and national levels to advance the Decent Work Agenda and social justice, fostering the integration of cross-cutting policy drivers, including international labour standards, social dialogue, gender equality and non-discrimination, and a just transition towards environmentally sustainable economies and societies.
  • 5.    Lead the development, review and quality control of major reports, publications, documents and other office documents, including for the Governing Body, International Labour Conference and regional, sectoral and expert meetings.
  • 6.    Support the strengthening of ILO constituents’ capacity to design and implement policies and measures in the area of employment, taking into account the need for policy coherence and an integrated approach to decent work. Oversee the design of tools and learning materials, pilot new guidelines, lead/coordinate workshops, meetings, and other events, using innovative methods, digital platforms and communication tools. Develop and run/implement global and/or regional capacity development programmes, knowledge sharing and training events, including in collaboration with the International Training Centre in Turin (ITC-ILO) and/or with other relevant partners as applicable.
  • 7.    Represent the ILO at major international/regional meetings and events, including with strategic players, national and international development partners, international financial institutions and multilateral and regional institutions of the UN system and other key stakeholders/organizations. 
  • 8.    Perform other relevant duties as assigned.

Required qualifications:

Education:

  • Advanced level university degree (Master’s or equivalent) in economics and/or development economics or other relevant field, with demonstrated expertise in labour economics and employment policy issues or other relevant field.
  • A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience:

  • At least ten years of experience, including at the international level, in labour market analysis and social and employment policy development.
  • Experience related to job creation programmes for displaced people would be an advantage.

Languages:

  • Excellent command of English and working knowledge of French or Spanish. Knowledge of Arabic would be an advantage.
