The Senior Security Associate reports to the Deputy Representative Operations, with a technical reporting line to the Regional Security Adviser (RSA). The Senior Security Associate is responsible for advising the Representative on the security duties and responsibilities in accordance with the UN and UNICEF Security Management Systems.

Key functions/accountabilities:

Security Planning

  • Support office administratively and logistically in planning for safety and security of UNICEF personnel and eligible family members, as well as the safeguarding of premises, assets, and resources in accordance with UN and UNICEF Security Management Systems.
  • Provides guidance/advise to UNICEF management in the Security Management Team (SMT), attend as an observer, all A/SMT meetings. Collecting and providing basic information required for the implementation of the UN Country Security Plan, SRM, Minimum Operating Security Standards (MOSS).
  • Assist in developing UNICEF routine security documentation including security contingency plans, fire and evacuation plans. Drafting routine security reports/returns including but not limited to Security Incident Reports (SIRs).
  • As a member of the Security Cell, contributes to the development of assessments, procedures and guidelines including Security Risk Management (SRM) processes, SRM measures, and the relevant Security Plan(s).

Safety and Security Services

  • Monitor the local security situation through local media and networks providing regular information and updates to the supervisor relative to on-going and emerging security issues in the country. Provide on-going routine technical support and direction for contracted security providers on behalf of the SFP.
  • Share information with UNICEF personnel and eligible family members that would affect their safety and security. Establishment of effective and functioning Communications/Warden Systems for UNICEF and the periodic testing of these systems.

Security Networking

  • Maintain official liaison with host government counterparts, local authorities responsible for security, law and order and security counterparts in the UN.

Support in Knowledge Management and Capacity Building

  • Coordinate with UNDSS, on behalf of the SFP, to ensure all UNICEF personnel undertake mandatory security training/briefings. Develop and conduct country level sessions for contracted security guards and drivers specifically regarding their UN/UNICEF related duties and responsibilities.
  • Assist in the provision of any security related training for UNICEF personnel or eligible family members, particularly to ensure comprehension by those more comfortable in the local language.

To qualify as an advocate for every child you will have…

  • Completion of secondary education, supplemented by relevant technical/military/police courses and/or university courses in a relevant discipline.
  • Bachelor’s degree in police Academy, supplemented by relevant technical/military/police courses and/or university courses in a relevant discipline is considered an asset.
  • A minimum of 7 years of progressively responsible experience in a security-related environment is required. Bachelor’s degree in police Academy, supplemented by relevant technical/military/police courses and/or university courses may replace three years of related work experience.
  • Fluency in spoken English and Arabic. Excellence in written English. Knowledge of -Another official UN language is an asset.

Selection Criteria:

  • Experience in security management including security analysis.
  • Understanding of the United Nations Security Management System
  • Experience at the international level with an international agency or corporation on security planning and management.
