Under the direct supervision of the Head of Program and the technical supervision of the Protection Coordinator, the Protection Officer is responsible to ensure technical quality for DRC’s protection programming (violence against women and men) across DRC Iraq’s areas of operation. To this end, the Protection Officer will ensure the quality of the planning, implementation, and follow-up of all technical aspects of the prevention and response activities, namely awareness raising sessions, case management (including cash for protection), capacity strengthening. The Protection Officer is the main focal point for the existing interagency information management systems and responsible for representing DRC in any other relevant based thematic meeting as needed. Your main duties and responsibilities will be:
Main Responsibilities:
- Provide regular technical support to protection teams in DRC Iraq areas of operation to ensure quality implementation of the relevant to the role activities (awareness raising sessions and case management, including cash for protection).
- Implement quality assurance systems: roll-out supervision and coaching to ensure the integration of relevant to the role guiding principles (respect, confidentiality, safety/security and non- discrimination) for the prevention and response services provided to the affected population.
- Conduct regular field monitoring visits (including shadowing of teams) to develop a thorough understanding of area-specific trends and challenges.
- Strengthen referral pathways within the Protection team, other DRC sectors, and external service providers.
- Ensure the successful delivery of high-quality case management support, including cash for protection in compliance with DRC SOPs, guiding principles, and international protection standards.
- Monitor that information management principles are always respected and ensure safe and ethical data collection and sharing based on agreed procedures and protocols.
- Execute specific prevention interventions according to the standard guideline documents, including but not limited to training of DRC protection team members in charge of conducting awareness raising sessions, conducting regular supervision to monitor quality of the activities as well as the potential need for contextual resources adaptation.
- Oversee the safe identification and referral of at-risk people and/or survivors and conduct follow-up to ensure timely and adequate internal and external referrals, including children in need of Child Protection in accordance with the relevant protection principles.
- Provide feedback to the Protection Coordinator on protection issues, trends, risk and gaps in response to continuously improve service delivery.
- Act as a focal point for the existing interagency information management systems and circulate the information accordingly to inform strategic planning.
- In coordination with the field, work collaboratively with local partners and provide technical guidance and monitoring of the implementation of relevant to the role DRC-funded projects.
Staff capacity and recruitment
- Assist, as needed, in the recruitment of qualified protection staff.
- Identify capacity building needs amongst the protection team members implementing the relevant to the role activities and, when necessary, provide support to Protection Team Leaders and Protection Project Managers in the related capacity building planning.
- Supervise the regular update of the service mapping.
- Actively engage in developing capacity building plans and implementing training for local partners in close collaboration with the field and under the guidance of the Protection Coordinator.
Coordination and Representation
- Act as the main focal point for the existing interagency information management systems.
- Represent DRC at meetings and other relevant technical coordination meetings and advocate for the needs of people of concern.
- Collaborate with relevant internal and external technical experts in the development of protection reports, guidance notes and capacity building materials.
Other
- Ensure compliance with DRC guidelines and policies on HR, admin, finance, and supply.
- Ensure adherence to DRC national staff policy guidelines and Code of Conduct.
- Ensure compliance with DRC AGD policy and AGD programmatic minimum standards.
- Ensuring compliance with the zero-tolerance to SEA policy.
- Perform any other relevant tasks as requested by the Protection Coordinator.
About you
To be successful in this role we expect you to have a minimum of 2 years of relevant experience. Moreover, we also expect the following:
Required experience and technical competencies
- Minimum 2 years of practical experience in protection working for an INGO, with at least 2 years in case management centered around violence against women and men.
- Candidates with experience in addressing violence against women and men, including TOT in relevant case management will be prioritized.
- Field experience is required.
- Computer literacy (Microsoft Excel, Outlook, Word, and PowerPoint).
- Experience in conducting training sessions to other staff members.
- Ability to maintain confidentiality and always prioritize the safety and dignity of people of concern.
- Fluency in Arabic and English (written and spoken).
- Ability to travel is essential.
Education:
- Relevant university degree (e.g., law, psychology, social work, pedagogy or education, international development), or equivalent professional qualification.
Languages:
- Fluency in Arabic and English (written and spoken).
