Toenable the effective implementation of WHO collaborative programmes bysupporting the delivery of strategic and results-based, operational planning,programme budgeting, resource distribution, technical monitoring, evaluation,and reporting functions, while ensuring adherence to organizational guidelinesand standards. To support technical strategic dialogue between the CountryOffice and Regional Office related to strategic and operational planning. Key duties: Theincumbent will perform all or part of the following, and other relatedresponsibilities as required by the needs of the office: Coordinateand provide support to the head of the WHO country office (HWO) and seniorstaff on the implementation of the one-planning and monitoring approachanchored in the Country Cooperation Agreement at the country level. Supportthe promotion and processes of technical dialogue during strategic andoperational planning, including for the Country Cooperation Strategy. Supportthe planning, monitoring, analysis, and reporting of programme initiatives forthe country office for quality results and strategic decision making. Supportthe coordination of the overall results-based management of the country officeincluding grants management, budget, work planning, and resource allocation toensure the effective execution of the WHO country office public healthprogrammes. Collaboratewith the resources mobilization focal point on resource mobilizationactivities. Ensure appropriate use of funds, especially the thematic fundingand specified voluntary contributions (VCS) to achieve results. Organizevarious programme management meetings, coordinate relevant activities, andensure predictable follow-up on agreed action points with relevantstakeholders. Preparerelated elements for briefings, proposals, reports, communications, andadvocacy documents required for strategic decision-making. Workclosely with the Health Policy Adviser or Specialist to support the promotionof integrated approaches and cross-programme collaboration in the entireresults-based management cycle that is anchored in the country cooperationstrategy. Supportthe capacity-building programme or initiatives of the country office on allprocesses and tools for managing results.

Required Qualifications:

Education

Essential:

  • A university degree(bachelor’s or equivalent) in a relevant field (such as public health, publicadministration, management). An accredited academic course, training and/orcertification in programme planning or development implementation or monitoringand evaluation is required if not included in the degree qualification.

Experience:

Essential:

  • Aminimum of two years’ experience providing programme or project managementservices in public-sector, international development, or public healthprogrammes at international or combined, national and international levels.

Skills:

  • Documented effective project, financial and planning management skills. Demonstrated analytical, presentation and report writing skills. Proven ability to work comfortably in an international,multi-disciplinary, fast-paced environment.Demonstrated knowledge of the goals and procedures of internationalorganizations (United Nations system, donors, major non-governmentalorganizations) and European Union-funded health projects in countries.Ability to identify and manage one’s own emotions, as well as helpingothers do the same.

Language Skills:

Essential:

  • Expert knowledge of English.
