Description of the Assignment: 

Under the Philippine Development Plan (PDP) 2023-2028, the DHSUD aims to provide assistance to local government units (LGUs) to achieve one hundred percent (100%) of local government units (LGUs) with climate and disaster risk-informed CLUPs by 2028. In line with these objectives, the DHSUD issued Department Order 2023-006, titled ‘Development of Digital Climate and Disaster Risk-Informed Land Use and Urban Planning System’, aiming to strengthen the land use and urban planning system through the upgrading and digitalization of climate and disaster risk assessment, land use, and urban planning processes.

 

In pursuit of this directive, the DHSUD, with the support of SHIELD, will develop Harmonized Land Use Mapping Guidelines to provide consistent guidance in classifying land uses across different provinces, cities, and municipalities, and bolster the digitalization of land use planning efforts. These Guidelines will ensure consistency, compatibility, and efficient data integration across various sectors in local and provincial land use plans. In addition to enhancing the effectiveness of land use planning, these Guidelines will also play a pivotal role in strengthening the resilience of LGUs against climate and disaster risks. 


UNDP seeks to engage the services of a Development Communications Consultant who shall assist the Land Use Planning Specialist in the formulation of the Harmonized Land Use Mapping Guidelines. 

  

Period of assignment/services 264-person days
