OBJECTIVES OF THE PROGRAMME

UNITAID,a partnership hosted by the World Health Organization is focused on accelerating the introduction and adoption of key health products primarily for HIV & co-infections, tuberculosis, malaria and women & children’s health. It creates systemic conditions for sustainable and equitable access and aims to foster inclusive and demand-driven partnerships for innovation. It designs and invests in innovative approaches to make quality health products available and affordable in low- and middle-income countries. It promotes collective efforts with partners, countries and communities, unlocking access to the tools, services and care than can deliver the best results, improve health and address global health priorities.

DESCRIPTION OF DUTIES

Support the performance management and staff development:

  • Monitor, facilitate and follow up on the compliance of the performance appraisals for measuring against the KPIs and reporting,
  • Train manager and staff as needed, problem solving on related matters as required; prepare appropriate reports to Management,
  • Provide guidance to staff members and supervisors in the development of objectives and selection of competencies,
  • Interact and liaise with WHO CDL department to facilitate staff trainings.
  • Monitor status of the training implementation plan and feedback to recommend actions as needed.

Recruitment:

  • Support in writing effective position descriptions.
  • Facilitate and organize short-term recruitment processes including creation of position, classification, review of vacancy notices, screening of candidate CVs, tests, interviews and drafting selection report.
  • Interface with HSP/HRD and Global Service Center as needed to ensure all actions for recruitments and contract issuance are handled in a timely manner,
  • Coordinate induction training for staff to help them understand UNITAID business and settle-in.

Contract management and entitlements:

  • Keep track of the contract status of all staff.
  • Alert managers on required decisions and follow up as needed.
  • Facilitate all actions related to contract management such as appointments, confirmations, extensions, separations and management of entitlements within and outside the Secretariat with the Global Service Center, technical units and others as required.
  • Provide guidance to supervisors and staff members to ensure WHO rules and procedures are adhered by UNITAID staff and update them on the relevant GSM process and procedures.
  • Provide assistance to staff in understanding and following UNITAID specific processes.
  • Prepare regular and periodic HR reports for the Senior Management.
  • Monitor actions to be taken and report accordingly.

General HR Admin:

  • Help building a cohesive and aligned Secretariat by organizing staff meetings, retreats.
  • Provide back up for Senior Technical officer, HR as needed.
  • Draft HR related communications, status reports, updates, positions descriptions, terms of references, presentations, organigram, memos for Senior Management.
  • Any other duties, as required.

REQUIRED QUALIFICATIONS

Education

Essential:

  • University degree in human resources management, public or business administration, law or other relevant social sciences.

Desirable:

  • Master’s degree in human resources management, public or business administration, law or other relevant field.

Experience

Essential:

  • At least two years’ experience in human resources management.
  • At least one year experience in the areas of performance management, staff development and entitlements from the UN system of organization(s).
  • Experience in and ERP system.

Desirable:

  • International exposure/experience would be an asset.
  • Good knowledge and understanding of WHO policies and practices particularly in the area of recruitment and selection, performance management, staff development and HR contract/entitlements administration.
  • Experience in supporting grant project and portfolio teams and professionals.

Skills

  • Good knowledge of Staff Rules and Regulations as well as general administrative and HR policies and procedures are essential,
  • Proven ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain high standards of personal conduct,

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3887 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
