ORGANIZATIONAL CONTEXT

In recent years, WFP’s expertise and footprint has been leveraged by governments to build supply chain emergency response capacities around the world. WFP works with governments from a range of sectors to strengthen local supply chain capacities by transferring WFP’s know-how and best practices, with the overarching goal of making government systems more performant and shock resilient. In line with these experiences, the WFP Multi-Country Office (MCO) for the Caribbean provides multi-year technical assistance in support to the Caribbean Disaster Emergency Management Agency (CDEMA) and its participating member states.

JOB PURPOSE

The role will provide oversight to supply chain capacity strengthening portfolio with a focus on emergency preparedness, response, and recovery. The supply chain officer will also provide leadership, and support to the Head of Supply Chain during emergency response through deployment and management of supply chain relief operations.

KEY ACCOUNTABILITIES (not all-inclusive)

The Supply Chain Officer will report to the Head of Supply Chain and will be responsible for the following activities:

  1. Lead and coordinate the planning, execution, and evaluation of capacity strengthening initiatives in collaboration with CDEMA and other regional partners, ensuring alignment with strategic objectives, efficient resource utilization, and sustained impact across the region.
  2. Effectively deploy to emergency situations and take a leadership or supporting role in operations alongside the head of supply chain, ensuring swift and coordinated response, logistical efficiency, and effective allocation of resources to meet the needs of affected populations.
  3. Support the operationalization of the Regional Humanitarian Logistics Hub and Centre of Excellence and the coordination of on-demand supply chain services with partners.
  4. Participate in the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
  5. Analyze regional/country context, and design and manage end-to-end operational supply chain and retail networks, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
  6. Plan and manage implementation of innovative supply chain operations, initiatives and services to ensure timely, cost-effective and integrated approach with core activities and services and in close cooperation with key supply chain stakeholders.
  7. Provide technical advice and identify opportunities for improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector.
  8. Plan, monitor and manage resources to maximize effectiveness of supply chain operations.
  9. Build productive partnerships and collaborate with counterparts in the key supply chain functions to ensure an integrated supply chain approach to food assistance and cross- functional operational alignment.
  10. Identify and build productive partnerships with counterparts amongst government and other national organizations, UN agencies, NGOs and private sector to share operational knowledge and resources and build capacity to ensure coordinated and cost-effective supply chain operations.
  11. Perform in-depth market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain performance.
  12. Manage supply chain operations to ensure compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
  13. Constantly monitor the performance of supply chain operations to ensure that appropriate internal controls are in place.
  14. Manage service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and execution of WFP operations and safeguard WFP’s interest.
  15. Manage accurate and timely reporting including provision of substantial analysis of supply chain activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
  16. Manage, motivate and develop a team providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
  17. Contribute to preparedness actions, providing technical recommendations and guidance and monitoring the management of specific supply chain risks to enable WFP, governments and other partners to quickly respond and deploy food and resources at the onset of the crisis.
  18. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education:
Advanced University degree preferably in Supply Chain Management, Industrial Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience
and/or training/courses.

Experience:

  • A minimum of 5 years of relevant professional experience.
  • Previous exposure to supply chain strategy development & delivery of improvement/transformation programs with a focus on disaster preparedness, response and recovery.
  • Progressively responsible experience in supply chain with WFP at the country level, including: design, budget, retail, contracting, monitoring, etc.

Knowledge & Skills

  • Proven ability to communicate a clear vision and inspire, motivate and coach a team to achieve outstanding performance.
  • Effective communication, stakeholder management and influencing skills.

Languages:
Fluency in English language both oral and written.

Leads continuous supply chain improvement and innovation initiatives within area of
operations managed. Defines operational performance targets, monitors
performance, anticipates and mitigates risks for timely corrective actions.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience in managing an area of supply chain operations including coordination with internal and external stakeholders;
• Experience in implementing operational supply chain strategies in a country;
• Experience in designing and implementing supply chain, retail and partnership networks;
• Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
• Experience evaluating and selecting service providers and/or suppliers;
• Experience identifying operational risks and maintaining documentation on emergency preparedness;
• Experience in implementing approved corrective actions to improve performance and monitoring progress;
• Experience supervising professional staff.
