About RFDS Victoria:

When people talk about the Flying Doctor, thoughts generally turn to red-bellied planes undertaking rescue missions in the Outback. Our history, however, is heavily based in Victoria with four of the major founding figures hailing from remote and rural communities across the state. Furthermore, the first ratified Section of RFDS was Victoria, after a formal constitution was signed at Melbourne Town Hall in 1934.

The current Victorian story is one that reflects today challenges for people living in remote and rural communities across the state yet remains faithful to the original philosophy of “connecting people with care”.

While we do still transport people by air and by road, this work is complemented by a range of primary health services.

About the position:

The RFDS Quality & Impact Manager (QIM) is responsible for the strategic oversight of both the clinical and quality aspects of RFDS, ensuring all clinical governance, quality and risk management activities and requirements are met which will facilitate a culture of best practice and continuous improvement across all areas of RFDS Victoria.

The QIM will provide frameworks and leadership to the Quality Team and assist the Medical Director and GM Corporate Services to ensure there are appropriate clinical safety and quality systems in place. This will include assistance in managing the Internal Audit activity for RFDS Victoria.

Key accountabilities include:

  • Leading the function and the team demonstrating a dedication to continuous quality improvement, clinical governance, regulatory compliance, and accreditation standards.
  • In liaison with the Medical Director and Executive Leadership Team, being accountable for clinical and quality oversight, and support critical incident reviews implementing corrective action as require.
  • Supporting Risk Management for the organisation, including clinical risk assessments as required including the management of the organisations Risk Register (currently Risk Man)
  • In partnership with the GM People and Culture operating as a Whistleblower Disclosure Officer for the organisation and managing the YourCall disclosure platform
  • Under direction from the GM Corporate Services, managing the quality systems and processes in line with strategic objectives as well as the NSQPCHS, ISO9001 and ISO 45001 Accreditation Standards
  • Undertaking quality improvement initiatives and reporting on outcomes as required, including coaching and development of teams
  • Overseeing and assisting with the development of policies, procedures and guidelines to meet the organisation’s requirements aligned to relevant regulations and standards applicable to the RFDS operations, including NSQPCHS, ISO9001 and ISO 45001 Accreditation Standards.
  • Ensuring an internal audit schedule is in place which delivers risk minimisation, compliance to accreditation and quality standards and that high standards of care are maintained

Qualifications and experience required:

  • Relevant tertiary health qualification
  • Relevant qualification and/or substantial work experience in coordination of clinical governance and quality systems
  • Well-developed communication skills and ability to communicate effectively with variety of audiences including with media.
  • Extensive operational experience of the healthcare system, ideally with an understanding of patient transport and primary care services
  • Extensive auditing experience – both clinical and non-clinical
  • Experience in a community health / charity / not for profit or similar operating environment

Mandatory requirements:

  • 2 Covid-19 vaccinations plus 1 booster (3 in total)
  • Annual Influenza vaccination
  • Willing to undertake National Police Check and Working with Children Check
  • Full Victorian Drivers Licence
