JOB PURPOSE
WFP Bangladesh uses SCOPE, WFP’s beneficiary identity and benefits management system, with a vision to eventually deliver all assistance via this online transfer management platform. SCOPE currently serves 100% of the Forcibly Displaced Myanmar Nationals (FDMN) within the refugee population with food assistance through WFP’s e-voucher outlets.
The IT Operations Officer (Digital Assistance Services) will support the implementation of Digital Assistance services across all WFP programmes and its partners in Bangladesh. The candidate will also liaise, coordinate, and communicate with partners to strengthen WFP’s digital partnership with humanitarian agencies including UN Agencies, INGOs, Government, and Local Non-Government Agencies
KEY ACCOUNTABILITIES (not all-inclusive)
Under the overall mentorship and supervision of the Head of Digital Solutions, the IT Operations Officer (Digital Assistance Services) will be responsible for the following duties:
1. Support effective implementation of SCOPE, BB and other digital solutions’ processes across WFP and partner programmes.
2. Manage the operational support team to ensure all operational support to WFP programmes and partners, including e-vouchers, in-kind food assistance, farmers markets and the other cash interventions.
3. Provide technical advice to the field operations and implement operational support, beneficiary management, through ensuring systems configuration, on-site support, data storage and synchronisation.
4. Organizing trainings and orientation programmes on SCOPE, BB and other digital solutions for WFP and external partners.
5. Support the capacity building of WFP staff, partners, and national government to prepare for and respond to digital assistance delivery.
6. Develop SoPs and guidelines for effective programme implementation.
7. Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects.
8. Takes responsibility for the equitable distribution, tracking and management of equipment issued to partners including cost recovery for damages or usage.
9. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
10. Liaise, Coordination, and communication with partners to strengthen WFP’s digital partnership with humanitarian agencies including UN Agencies, INGOs, Government and Local Non-Government Agencies and supporting them with digital technologies and associated services.
11. Identification, development, and management of potential partnerships to collaborative working leading to improved assistance delivery.
12. Develop draft partnership agreements in consultation with Head of DSI incorporating applicable cost recovery modalities.
13. Planning Scale up, expansions with external partners and operationalization of scale up plans on the ground.
14. Implementation of existing operations and provide technical support to external partners.
15. Identifying capacity building needs, priorities, and opportunities of partners in implementing digital platforms.
16. Other as required.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in Computer Science, Engineering, or other relevant field.
Experience: At least 5 years of solid & responsible work experience with a minimum of 3 years of professional relevant working experience in the IT field.
Language: Fluency in spoken and written both in English and Bangla language and a good understanding of the Rohingya dialect.
Desired Experiences for Entry into the Role
Experience working with database management and blockchain-based systems, preferably in a humanitarian context, would be desirable.
