JOB SUMMARY
 
The Regional HR Lead will spearhead all human resource endeavors within the region (across all states & programs of that region), will work closely with the regional team to meet HRM requirements effectively. 
 
Collaborating with the National HR team, this role will ensure alignment of regional HR activities and processes with organizational policies and practices. Vital to the success of regional program implementation, this position offers significant learning and growth opportunities for individuals passionate about making a difference with rapidly expanding social impact teams at the grassroots level.
The incumbent will be an aspiring Leader with a varied range of HR skills and interests to handle the entire gambit of recruitments, contracting, hire to exit lifecycle, compliances, data and engagement of all persons within the region. 
KEY ROLES & RESPONSIBILITIES:
 
1.Talent Acquisition:
  • Lead the forecasting and staffing planning for all projects within the region (for all kinds of employment).
  • Manage end-to-end recruitment processes from requisition to onboarding for all consultancy roles and all staff roles upto the Managerial grade in the region. This includes sourcing applications, screening CVs, coordinating interviews, conducting assessments, negotiating salaries, conducting reference checks and background verifications, offering roles, post-offer follow-ups and onboarding.
  • Prepare the recruitment plan and ensure closures within TATs to ensure a skilled and engaged workforce is ready for optimal project implementation, on time.
  • Build a talent pipeline for niche vacancies.
  • Collaborate with National HR for campus partnerships and campus engagements.
  • Support the design & execution of AIFT’s Internship program in the region.
  • Participate in job fairs to build active candidate pipeline in the region.
  • Be the regional SPOC for Recruitments during Org level & department level audits and reviews.  
  • Support National HR in the recruitment process for Senior Manager and above roles.
  • Track, monitor and timely report all insights, trends, and details of recruitment via MIS and Dashboard updates w.r.t region on a need basis.
  • Design job descriptions including designing of structures, framing of responsibilities, nomenclatures, and Title management as per NSO HR guidelines. Maintain a JD bank as per NSO guidelines. 
  • Lead the adoption of ATS for all recruitment activities.
  • Be the custodian of a high-quality talent pool and candidate pipelines for all active & passive vacancies within the region.
  • Collaborate with National HR for internal staff & consultants’ redeployment across projects & regions.
  • Implement & enforce recruitment policies & practices within the region as per National HR SOPs, Policies, and guidelines. 
  • Design & implement systems and processes to maintain records of end-to-end recruitment activities and collaterals for vacancies in the region.
  • Lead and participate in selection processes for effective hiring of team members, on a need basis. This includes taking interviews, assisting & scheduling interviews, careful review & consideration of other interviewer’s feedback and interview experience. 
  • Be the custodian of a positive candidate experience and hiring manager experience in the region. 
2.ERP and Human Resource Information Systems:
  • Ensure smooth operation of the Human Resources Information System (HRIS Database) and filing systems (physical + digital).
  • Maintain an updated library of job descriptions and candidate database as per National HR guidelines. 
  • Ensure all details of consultants, staff, interns & volunteers files are up-to-date in a central repository in physical & digital formats.
  • Support the development, adoption, and implementation of HR modules for HRMS, ATS, SOPs, and SLAs.
  • Manage, monitor, and control utilization & access of emails to staff & consultants in the region. 
3.Talent Management:
  • Facilitate an effective and efficient onboarding, induction, and orientation for all new recruits (all types of employment) as per National HR protocols.
  • Manage the complete life cycle of staff & consultants, from joining to exit (including onboarding, probation, transfer & growth) ensuring 100% compliance with internal HR practices and statutory requirements as per National HR guidelines.
  • Manage the time, attendance & leaves system, and records within the region for all regional team members.
  • Maintain & process payroll inputs timely. Support Regional & National HR & Finance teams for payroll of staff & others, as needed.
  • Collaborate with National HR for timely completion of performance appraisals of staff.
  • Manage timely completion of contract renewal, performance review and any change of engagement terms for consultants, volunteers, and interns in the region.
  • Identify training and career development needs and implement plans within regional budget constraints.
  • Manage Insurance process, claim support, and monthly insurance process (including data updates) for all staff, consultants & volunteers/ interns in the region. Share this with National HR as needed. 
  • Assist the Regional Procurement & Administration team in issuing ID cards & visiting cards as needed.
  • Implement initiatives to improve communication and work efficiency for regional teams.
  • Act as the custodian of the region’s HR databases, data, reports, notices, and records.
  • Ensure effective day-to-day HR operations in the region, addressing operational issues promptly and accurately.
  • Ensure completion of the Separation process and documentation of all staff & consultants with timely closure of experience, relieving letters & full final settlements within 03 days of exit. 
  • Conduct exit interviews and facilitate relieving processes smoothly.
  • Gather feedback on HR support and systems in the region and implement necessary improvements.
  • Develop and maintain the team engagement calendar, including retreats, festivals, townhalls, and Recognition programs.
  • Troubleshoot, counsel, and sensitize regional teams on org-wide HR policies and procedures.
  • Serve as the primary contact for all HR matters in the region.
  • Collaborate with National HR to align regional HR needs with organizational practices.
  • Support the development and implementation of new HR initiatives and systems such as HR Policy Manual, HR surveys, Board Updates on HR metrics, GPTW support, HR surveys etc, on a need basis.
  • Uptake staff well-being initiatives on a demand-and-need basis with due protocols. 
4.Compliance: Laws & AIFT’s regulations
  • Ensure staff & consultants are sensitized on all mandatory HR policies especially POSH, Child protection, Code of Ethics etc. with records for auditory purposes. 
  • Maintain leave & attendance records timely and accurately for all staff & consultants in the region.
  • Ensure legal/statutory compliance across region w.r.t all applicable labor laws & amendments including but not limited to ASH, PoSH, Child Protection, Maternity, ESIC, EPFO, wage codes etc.
  • Review, track and recommend changes to regional fees & salaries based on changes to min wages across states proactively. Seek approvals from RD and D-HR and execute changes timely. Maintain robust records. 
  • Ensure internal compliance across region w.r.t HR policies & practices including HR Manual based policies, Anti-discrimination, Equal Opportunity, Gender, DEI, Anti-bribery, Anti-corruption, Grievance redressals, Whistleblowing, and any other policies.
  • Support periodic HR process audits to be conducted by Central HR. 
  • Support the regional team for disciplinary and Grievance issues acting as the first point of contact for any consultant /staff grievance in the region in close coordination with the Regional Director & Director-HR. Work closely with the regional Director & National HR Team to resolve grievances as per protocols.
KEY QUALIFICATIONS, SKILLS AND EXPERIENCE:
  • Master’s degree in Human Resource Development/Management /Industrial Relations from a reputed university/ institute. 
  • Minimum 8 years of experience in a mid to senior-level HR role within the NGO sector, demonstrating proficiency in handling regional HR operations.
  • Strong problem-solving abilities, with a track record of identifying and resolving issues promptly and effectively.
  • Proven expertise in relevant laws, policies, and procedures, ensuring compliance and mitigating organizational risk.
  • Exceptional relationship-building skills, capable of inspiring and motivating staff effectively.
  • Excellent interpersonal and negotiation skills, with a demonstrated ability to lead, influence, and motivate others.
  • Outstanding communication skills, both written and verbal, coupled with self-confidence, energy, and a resilient spirit.
  • Proficient in planning and organizing substantial workloads encompassing diverse tasks and responsibilities.
  • Adaptable to dynamic and complex business environments, adept at navigating fast-changing needs and priorities.
