B.Project Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is working on behalf of the German Government in more than 130 countries around the globe. The German Federal Ministry for Economic Cooperation and Development (BMZ) has entrusted GIZ with the responsibility for implementing the German contribution to the “Indo-German Energy Programme – Implementation of Energy Plans”. The project “Implementation of Energy Plans” aims to improve the conditions for the planned implementation of renewable energies (RE) as a contribution to India’s climate protection efforts in selected Indian states. GIZ will support three state governments in developing concrete strategies for targeted RE implementation, conduct target group specific training courses for Indian government officials on RE and collect recommendations for improving policies, regulations and programmes from stakeholder engagement processes. Further, political decisionmakers and government officials will be made aware of innovative approaches to gender responsive RE promotion. The project duration is three years from April 2024 until March 2027.

The candidate will be responsible for program design and implementation aspects of the project as well as for building institutional capacity of partner of the project Implementation of Energy Plan.

C.Responsibilities

  • To support relevant government partners/agencies (both at national and state level) in leveraging (financial and/or knowledge) resources and strengthening institutional capacity for conceptualizing, designing and implementing RE programs/schemes.
  • To assess (the scope), design, manage and monitor RE/DRE adoption initiatives across various sectors and/or across value chains.
  • To co-ordinate day-to-day activities in partnership with Government partner(s), and other key stakeholders (e.g. consultant, private sector, financial institutes etc) to achieve the project goals and ensure project outcome/impact.
  • To study, discuss and design suitable business, investment, economic/financial model to promote DRE/RE in a gender inclusive manner.
  • Ensuring excellent communication flow of information with the project partners, partner ministries, within the project, GIZ India office, head office in Germany and all offices with which regular contact is maintained.
  • Any other tasks as and when decided by project manager and project team.

D. Core Scope of Tasks

1. Professional Advisory Services

  • Providing technical know-how and market information on current trends and practices in (renewable) energy finance, various instruments, business models etc. causing RE/DRE adoption at scale.
  • Provide holistic (including technical) understanding about the emerging financial market for RE/DRE (such as climate/carbon market).
  • Collecting, compiling, analyzing, and consolidating data and research relevant to various RE/DRE deployment program at national and sub-national level.
  • Technical review and quality assurance of deliverables from national and international consultancy teams and implementing partners.
  • Supporting the monitoring of project results, usage of GIZ specific management instruments and documentation and communication of project activities.

2. Networking and Cooperation

  • Formulates project action plans/activities and helps synchronize the planning and budgeting system with partners’ mechanism and systems.
  • Supports the implementation, management, monitoring and evaluation, communication, and documentation of the project.
  • Undertaking partner’s/stakeholder’s dialog in accordance with project requirements.

3. Knowledge Management

  • Provides input for development of concepts, policy research/review, brochures, annual reports, and technical material (best practices, project success stories) for scale-up.
  • Organizing knowledge and experience-sharing events and workshops with partners.

4. Coordination Tasks

  • Implementing daily operational aspects of all issues related to the project.

Other duties/additional tasks:

  • Technical and organizational supervision of consortium partners in the other project outputs.
  • Participate in suitable team and steering committee meetings.
  • Participate in existing stakeholder engagements.
  • Participation and technical presentations at conferences and expert sessions as required.
  • Ensuring that information is exchanged between project staff, consortium partners and other stakeholders.
  • Perform other duties and tasks at the request of management.

E. Required Qualifications, Experience and Competencies

  • A master’s degree or higher in a relevant field such as Public Financial Management, Development Finance and Energy/Climate/Carbon Finance related discipline
  • Proven experience in project finance; grant/fund management, risk assessment/management, designing financial products and/or designing business model. Energy sector experience will be preferred.
  • Strong knowledge and understanding on ongoing (and emerging) financial instruments trending in energy sector will be preferred.
  • Experience in conducting technical-economic reviews, financial due-diligence, compliance market.
  • Excellent communication and interpersonal skills to effectively engage with diverse stakeholders, including government officials, project partners, and consultants.
  • Energy finance for emerging business/delivery models.
  • Minimum 7 years of overall professional experience.
  • At least 5 years of working experience in the domain of fund management in energy sector, designing Govt. financed projects/schemes, risk/market assessment.
  • Practical experience in advising/coaching senior to mid-level technical staff and decision makers in public administrations.
  • Experience of working with multilateral/bilateral agencies would be desirable.
  • Prior experience in working with Ministries and State Government will be an asset.
  • Experience with gender inclusive energy programs will be advantageous.

G. Duration of the contract: Until 31st March 2027
