Overview of position

Need Statement:
UNICEF set up an ambitious target of 5 million people to be reached with safe drinking water and 2.2
million people with at least basic sanitation. For that the organization intends to scale up provision of safe
drinking water and access to basic sanitation to rural and urban communities through different
implementation modalities such as working with CSOs, private sector, contractors and vendors including
Community Development Councils (CDCs).
While UNICEF continues working tirelessly to raise funds for WASH to address the WASH challenges,
one of the milestones for scaling up the programme is to have designed/shelf projects which can be put into
implementation immediately, once funds are secured. These shelf projects can be implemented through
private companies, contractors, and CDCs. Additionally, in order to scale-up, UNICEF WASH Section
needs to further enhance technical capacity for the assessment, design, and preparation of technical
documents of water supply and sanitation projects to have prepared and ready-made designs for
implementation through private companies, contractors, and CDCs. Setting up a design team will also
provide a solid foundation for the implementation of projects when negotiating WASH priorities with
donors.
A Design and Engineering Team (DET) is established with diverse expertise including the ability to conduct
technical surveys, hydrogeological studies, prepare detailed designs and Bills of Quantities (BoQs) as may
be required to deliver water supply infrastructure. The team will develop low-cost small scale water supply
system designs for urban and rural communities based on identified priorities in line with Afghanistan
WASH sector regulations and policies. The team will cover a range of urban and rural water supply and
sanitation project assessments and designs and will provide guidance and advisory support during the
implementation phase. Also, the team will provide on the job and classroom-based trainings to other
technical staff members of sector government and non-government partners.
Design Engineers will be responsible to design and get the necessary approvals for the designs they produce
and to coordinate water supply activities with both relevant departments and the UNICEF WASH Section.

The Design Engineer will be supporting UNICEF funded projects and he/she will report to the UNICEF
WASH Section.  

Role objectives

Specific Tasks/Activities

All design work under this ToR is related to
construction, rehabilitation and/or extension
of water production and distribution facilities.

1. Prepare designs of water projects,
including intake/source development,
transmission and distribution systems,
pumping stations, reservoirs and other
parts of water supply and sanitation
systems, including low-cost smallscale fecal sludge management
facilities, and also the operation
modality and plan component for
system functionality.
2. Key areas of work will include but not
be limited to:
a. Identify suitable water sources
and design of intakes/source
structures.
b. Advise on the technologies
most appropriate for the local
needs, institutional capacity,environment, sustainability,
and operation and
maintenance such as gravityfed, solar-powered and other
types of systems.
c. Design water transmission
lines and required hydraulic
equipment such as air valves,
break-pressure systems,
simple pumping systems,
power supply, hammer system
and related components of
water supply schemes,
d. Design and determine pump
specifications, including solar
panel and electrical power
requirements, inverting
systems (if required), and
other related infrastructure.
e. Hydraulic analysis of water
supply piping systems.
f. Design of distribution network
including civil, and electromechanical components for
pumping booster stations
whenever required.
g. Design of chlorine injection
systems, including control
panels.
3. Develop detailed BoQs and Bills of
Materials for designed projects and
their components.
4. Prepare and develop contract
documents for bidding and tendering.
5. Prepare the required technical
specifications and cost estimates.
6. Securing necessary approvals from
the relevant departments and
authorities for designs and priorities.
7. Undertake the assessment of water
needs, available resources and the
capacity of existing systems and
advise on any improvements
necessary to achieve and sustain the
agreed design and service standards.
This may include system upgrades,
extensions etc.
8. Review designs done at provincial
level, suggest any changes and
provide constructive feedback.
9. Capacity building of engineers at
national and sub-national levels through on the job or classroombased training/workshops. Facilitate
training and orientation of UNICEF
implementing partners and other
engineers.
10. Conduct field visits to support survey
teams during the assessments, be
available for technical support during
assessment and implementation if
required.
11. Respond to design queries if any
during implementation.
12. Support and provide guidance to the
contractors during project
implementation. Working closely
with engineers of implementing
institutes to make sure the projects are
implemented and completed in a
timely manner, ensuring quality and
requirements as per the approved
designs (BoQs and Drawings).
13. Support UNICEF WASH in
Emergency response.
14. Close liaison with UNICEF WASH
team at country and zonal office
levels.
15. Support O&M systems, including
provision on the job training to
mechanics and O&M committee
members.
16. Prepare implementation plan for
designed projects.
17. Prepare technical specifications for
designed projects.
18. Any other relevant tasks, as assigned
by the UNICEF WASH Section. ies

20. Ensure the local capacity of water and
sanitation authorities are built to the
extent that they are able to perform the
design team tasks by the expiry of
contract period.

Project reporting

1. Designs of water supply systems prepared with Water CAD, Water GEMS or any other relevant software.

2. Water sources development designs prepared.

3. Solar-powered and gravityfed systems designs prepared.

4. Piped network hydraulic designs prepared.

5. Pumping systems designed, and pumps specified.

6. Complete hydraulic analysis done for all systems.

7. BoQs and BoM, and drawings are prepared.

8. Project’s estimations are prepared.

9. Bidding documents prepared

10. Technical guidance and support provided to the contractors during project implementation.

11. Designs approved by relevant departments.

12. Assessments teams supported.

13. UNICEF programme implementation facilitated and WASH in Emergency response supported.

14. People trained on key topics of water supply systems.

15. Implementation plans prepared for designed projects.

16. Monitoring and supervision visits conducted to the fields.

Key competencies

Required qualifications and experience:

·A bachelor or higher-level degree
in water supply engineering, civil engineering, environmental engineering
and/or another relevant field.

·A minimum of 5 years’ experience
in:

oPlanning and designing of water supply
systems, including  intakes (sources),
solar powered systems, transmission, and distribution systems, pumping systems,
water treatment plants, reservoirs, pipes, and fittings infiltration galleries
etc.

oPlanning
and design low-cost, small-scale sanitation systems

oPreparation
of technical specifications, cost estimates, tender documents, etc.

oPreparation
of detailed design reports.

oHands
on experience of water supply systems and strategies in comparable situations,
including water demand management.
