Mission and objectives
The UNDP Tunisia Country Office (CO) leads UNDP’s support to Tunisia in the achievement of its national human and sustainable development objectives in alignment with its national Agenda 2030 and the Paris Climate Agreement commitments. UNDP Tunisia works on areas such as 1) inclusive growth and human development; 2) climate action, environment, energy and disaster risk reduction; and 3) support to inclusive political processes, responsive institutions, rule of law, social cohesion, electoral support and empowerment of women and youth. The UNDP Resident Representative (RR) leads and oversees the work of the Country Office, including a total of 140 staff and personnel and a delivery of around $11 million in programmatic support to Tunisia in 2020. The RR also leads UNDP Tunisia’s efforts in cultivating, building, and nurturing strategic relationships and alliances which are essential for advancing and successfully achieving the mission of UNDP. These relationships encompass a wide range and number of key constituencies and development partners, that includes the Government of Tunisia, existing and emerging donor countries, multilateral institutions such as the IFIs, the European Union, civil society, the private sector, foundations, academia and think tanks, the wider UN system, as well as global, regional and national media. As a trusted and impartial partner working at the intersection of social, economic and environmental agendas in Tunisia, UNDP plays a central role in supporting Tunisia’s progress towards achieving the Sustainable Development Goals and has supported the Government to develop and revise its Nationally Determined Contributions (NDCs) for climate action.
Context
This volunteering opportunity is supported by the Embassy of Switzerland in Tunisia in the framework of the initiative launched in partnership with UNV in December 2023 to foster youth and disability inclusion through meaningful and impactful volunteering assignments with the United Nations between 2024 and 2026.
In Tunisia, as in most countries of the world, rapid urbanization is often uncontrolled. Urban growth generates many dysfunctions in cities and a deterioration of the quality of life of populations. Despite the ecological potential of Tunisia, the transition towards “sustainable cities” is impeded by several environmental challenges, including climate change, depletion of natural resources, drought, floods, waste management and industrial pollution. These environmental issues, including the increase of greenhouse gases emissions are aggravated by an exponential growth of urban populations coupled with a lack of integrated urban land use planning, among other barriers. The project “Towards a Sustainable City through Energy Efficiency in Kairouan” has been designed to promote low-carbon buildings and efficient public lighting in the Municipality of Kairouan. The project will directly support the implementation of the Sustainable Development Strategy of Kairouan, the action plan for sustainable energy, and the updated Nationally Determined Contribution of Tunisia. This will be achieved through three outcomes:
– institutional strengthening with enabling conditions, methodologies and tools for enforcing regulatory framework for new buildings.
– strengthening municipal institutions for the implementation of an efficient lighting system.
– Contributing to the development of a municipal learning organisation capable to implement and manage sustainable city strategy.
Task description
Within the delegated authority and under the supervision of the Project Manager “Towards a Sustainable City through Energy Efficiency in Kairouan” or his/her designated mandated representative(s), the UNV Local Coordinator will:
1/ Contribuer à la mise en œuvre, le suivi et l’évaluation des initiatives, en se concentrant sur la réalisation du suivant :
• Appuyer la planification (apporter une assistance à l’élaboration des plans de travail), la mise en œuvre et le suivi programmatique des activités et à l’atteinte des résultats attendus du projet à Kairouan conformément aux procédures du PNUD et du donateur;
• Veiller à ce que la mise en œuvre des initiatives répondent aux normes établies par le bailleur et le PNUD ;
• Contribuer aux analyses nécessaires et préalables à la mise en œuvre des activités du projet afin d’en évaluer les risques et impacts, les anticiper et les mitiger ;
• Contribuer au développement de partenariats avec les autorités locales et régionales, institutions publiques et privées, organisations de la société civile ;
• Préparer les différents rapports de suivi dans la zone d’intervention du projet et contribuer aux rapports aux donateurs ;
• Compiler et préparer les documents de briefing et de présentation, de discours, d’informations générales et de documentation pour les réunions et les missions.
2. Assurer un suivi administratif et logistique, en se concentrant sur la réalisation des résultats suivants :
• Conformément aux documents de planification des initiatives, engager et faire le suivi des acquisitions selon les principes et les procédures de gestion du PNUD et du donateur ;
• Appuyer la préparation des missions/visites de terrains et assurer l’organisation logistique des évènements locaux et des missions ;
• Contribuer à l’archivage et la documentation du projet, y compris sur les plateformes du PNUD dédiées à cet effet PNUD.
3. Soutenir le développement et le partage des connaissances, en se concentrant sur la réalisation des résultats suivants :
• Participer aux réunions internes du projet et assurer une veille stratégique sur l’environnement de la zone d’intervention des initiatives (nouvelles opportunités, nouveau partenariat, risques potentiels etc.) ;
• Contribuer au partage et à l’échange d’informations autour du projet ainsi que le partage des documents et autres produits avec les acteurs et partenaires régionaux et locaux ;
• Communiquer et valoriser les résultats du projet autour des thématiques adressées par le projet ;
• Assurer une contribution efficace à la communication sur les résultats du projet et du cluster.
• Toute autre tâche connexe pouvant être requise ou assignée par le superviseur.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
